HOUSE RESOLUTION

 
2     WHEREAS, Millions of Illinois residents depend on
3 employer-based healthcare for their healthcare insurance; and
 
4     WHEREAS, Reasonably assisting employers in controlling
5 healthcare costs will protect the healthcare coverage of
6 Illinois citizens; and
 
7     WHEREAS, Markets require accurate and timely information
8 to properly function; and
 
9     WHEREAS, A properly functioning, robust, and competitive
10 market for employer-based group healthcare is crucial to
11 controlling costs; and
 
12     WHEREAS, Several other states, most notably Texas, have had
13 great success in improving the competitiveness of their
14 insurance markets by requiring the timely and accurate sharing
15 of health claims data with the employer who purchases the
16 coverage; and
 
17     WHEREAS, The sharing of this data has been accomplished
18 while protecting the identity and privacy of the individual
19 employees and in compliance with the federal Health Insurance
20 Portability and Accountability Act; and

1     WHEREAS, The majority of Illinois insurers already have
2 experience in other states sharing this data at very reasonable
3 costs; and
 
4     WHEREAS, The experience of this data sharing in other
5 states has clearly made markets more competitive and helped
6 control costs; therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 the Illinois Division of Insurance (Division) should engage in
10 discussions with all affected parties; and be it further
 
11     RESOLVED, That the Division should develop rules and
12 requirements that allow insured employers to obtain accurate
13 and timely claims information while protecting the privacy of
14 their employees for use in obtaining competitive quotes from
15 the health insurance marketplace; and be it further
 
16     RESOLVED, That the Division should report its findings and
17 recommendations to the Governor, Senate President, Speaker of
18 the House, Senate Minority Leader, House Minority Leader, and
19 sponsors of this resolution by September 30, 2008.
