| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to congratulate Ed Smith on the |
| 4 |
| occasion of his retirement from the Laborers' International |
| 5 |
| Union of North America after 40 years of dedicated service; and
|
| 6 |
| WHEREAS, Ed Smith has been a manager of the Midwest Region |
| 7 |
| since 1994; he began his career in 1968 at the age of 13 when he |
| 8 |
| joined Laborers' Local 773 in Cairo; and
|
| 9 |
| WHEREAS, He was elected business manager and |
| 10 |
| secretary-treasurer of the local in 1976, president of the |
| 11 |
| Southern Illinois Laborers' District Council in 1986, business |
| 12 |
| manager in 1990, and served in those positions until 1994; and
|
| 13 |
| WHEREAS, He oversaw some 30 successful organizing |
| 14 |
| campaigns, mainly in the public employee sector; in 1996 he was |
| 15 |
| elected Vice President and Assistant to the General President; |
| 16 |
| and
|
| 17 |
| WHEREAS, Ed Smith serves as a model of hard work, |
| 18 |
| integrity, and dedication for the people of the State of |
| 19 |
| Illinois; therefore, be it
