| HOUSE RESOLUTION

| WHEREAS, The medical community is united in its concern |
3 |
| over the rapid spread of drug-resistant bacteria including |
4 |
| methicillin-resistant Staphylococcus aureus (MRSA); and
|
5 |
| WHEREAS, In August of 2007, the State of Illinois passed |
6 |
| legislation requiring public reporting of MRSA in all acute |
7 |
| care hospitals using ICD-9-CM codes from hospital discharge |
8 |
| data; and
|
9 |
| WHEREAS, The National Healthcare Surveillance Network |
10 |
| (NHSN), developed by the Centers for Disease Control and |
11 |
| Prevention (CDC), is a secure, internet-based surveillance |
12 |
| system that integrates patient and healthcare personnel safety |
13 |
| surveillance systems managed by the Division of Healthcare |
14 |
| Quality Promotion (DHQP) at CDC; and
|
15 |
| WHEREAS, The states of California, Colorado, Connecticut, |
16 |
| Delaware, Massachusetts, New York, Oklahoma, Pennsylvania, |
17 |
| South Carolina, Tennessee, Vermont, Virginia, and Washington |
18 |
| have designated NHSN in legislative mandates requiring |
19 |
| hospitals to report healthcare-associated infections; and
|
20 |
| WHEREAS, Analysis indicates that discharge data |
21 |
| underestimate the true number of MRSA infections and do not |
