HOUSE RESOLUTION

    WHEREAS, The members of the Illinois House of 
3
Representatives are pleased to congratulate Edward W. Harvey on 
4
the occasion of his retirement as Executive Director of the 
5
Northbrook Park District; and

 
6
    WHEREAS, Edward W. Harvey has served the citizens of 
7
Northbrook with pride and distinction as Executive Director of 
8
the Northbrook Park District; he has over thirty years of 
9
experience in park district management; and

 
10
    WHEREAS, Edward W. Harvey is a graduate of the University 
11
of Illinois; he earned his bachelor's degree in Recreation and 
12
Park Administration in 1972 and his master's degree in Leisure 
13
Studies in 1976; and

 
14
    WHEREAS, Edward W. Harvey served as Superintendent of 
15
Operations at the Urbana Park District from 1971 until 1978; as 
16
Director of Operations at the Champaign Park District from 1978 
17
until 1988; and as Superintendent of Parks and Properties with 
18
the Northbrook Park District from 1988 until 1997; and

 
19
    WHEREAS, Edward W. Harvey was appointed Executive Director 
20
to the Northbrook Park District in May of 1997; and

    WHEREAS, Edward W. Harvey is a Certified Parks and 
2
Recreation Professional; and

 
3
    WHEREAS, Edward W. Harvey is a professional member of the 
4
Illinois Park and Recreation Association, the National Park and 
5
Recreation Association, and the Midwest Institute of Park 
6
Executives; and
 
7
    WHEREAS, In addition to his service with the Northbrook 
8
Park District, Edward W. Harvey has contributed to the 
9
Northbrook community as a member of the Northbrook Rotary, the 
10
Northbrook Civic Association, and the Glenview Concert Bank; he 
11
has served on the Northbrook Centennial Commission and the 
12
Village of Northbrook Comprehensive Plan Advisory Committee; 
13
and

 
14
    WHEREAS, Edward W. Harvey led the Northbrook Park District 
15
through the multi-million dollar renovation of the Sports 
16
Center Complex from 1999 until 2004, which included a new "A" 
17
Rink, new offices and locker rooms, a new outdoor pool 
18
configuration, and a new "B' Rink; and
 
19
    WHEREAS, Edward W. Harvey guided the Northbrook Park 
20
District through its first major update to a Compressive Master 
21
Plan, resulting in its acceptance by the Northbrook Park 
22
District Board in 2004; and

    WHEREAS, Edward W. Harvey aided the acquisition of 
2
additional park lands, resulting in a 13 percent increase in 
3
the Northbrook Park District managed property for the 
4
community; and

 
5
    WHEREAS, Edward W. Harvey guided the Northbrook Park 
6
District through referendum, acquisition, and development of a 
7
60-acre parcel, today named Techny Prairie Park and Fields, 
8
which consists of a 16-acre educational Trail Through Time, a 
9
9-hole golf course, a skate park, playground, picnic areas, 
10
batting cages, four baseball fields, fishing stations, and two 
11
lighted, artificial turf soccer/lacrosse fields; therefore, be 
12

    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
14
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
15
congratulate Edward W. Harvey on the occasion of his retirement 
16
and wish him continued success and happiness in the future; and 
17

    RESOLVED, That a suitable copy of this resolution be 
19
presented to Edward W. Harvey as a symbol of our esteem and 
20
respect.
