| WHEREAS, The members of the Illinois House of |
3 |
| Representatives are pleased to congratulate Charles M. Hill Sr. |
4 |
| for 25 years of service and dedication as a member of the |
5 |
| Illinois FAIR Plan Association Governing Committee and the |
6 |
| Illinois Mine Subsidence Insurance Fund Board of Directors; and
|
7 |
| WHEREAS, Charles Hill earned a Masters of Science degree in |
8 |
| Urban Affairs from the University of Wisconsin, Milwaukee, and |
9 |
| completed the University of Michigan's Graduate School of Bank |
10 |
| Management in 1982; and
|
11 |
| WHEREAS, Charles Hill was appointed in 1983 as the first |
12 |
| Public Director of both the Illinois FAIR Plan Association |
13 |
| Governing Committee and the Illinois Mine Subsidence Insurance |
14 |
| Fund Board of Directors; and
|
15 |
| WHEREAS, During the entire 25 years Charles Hill |
16 |
| consistently and successfully represented the needs of the |
17 |
| Illinois consumer as an advocate for adequate and affordable |
18 |
| insurance by: leading successful efforts to repopulate the FAIR |
19 |
| Plan; establishing programs dedicated to promoting home |
20 |
| ownership, insurance training, and fire prevention; assuring |
21 |
| the financial solvency of the Mine Subsidence Insurance Fund |
22 |
| through careful oversight of investments; promoting increases |
|

| in limits of liability to enable all homeowners to obtain full |
2 |
| time subsidence coverage; and serving as a role model and |
3 |
| mentor to numerous insurance professionals in both the FAIR |
4 |
| Plan and Mine Subsidence organizations; and
|
5 |
| WHEREAS, Charles Hill is past Chairman of the FAIR Plan |
6 |
| Association Governing Committee and current Chairman of its |
7 |
| Finance and Audit Committee; he is past Chairman of the |
8 |
| Illinois Mine Subsidence Insurance Fund Board of Directors and |
9 |
| current Chairman of its Finance and Audit Committees; and
|
10 |
| WHEREAS, Until February of 2000, Charles Hill was Executive |
11 |
| Vice President of the Federal Home Loan Bank of Chicago, served |
12 |
| as Chief Operating Officer, and also directed the Bank's |
13 |
| Community Investment Group; and he pioneered affordable |
14 |
| housing programs in Illinois and Wisconsin; and
|
15 |
| WHEREAS, Charles Hill continues to be actively involved in |
16 |
| serving and promoting the financial interests of consumers, |
17 |
| working on the boards of several organizations, including |
18 |
| Guaranty Bank where he serves on both the Audit and |
19 |
| Compensation Committees, past Chairman of the Board of the |
20 |
| Woodstock Institute, a national advocacy organization, trustee |
21 |
| and life member of the National Housing Conference, and he is |
22 |
| an Executive Committee member of the National Association of |
23 |
| Affordable Housing Lenders; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |

| congratulate and recognize Charles M. Hill Sr. for his hard |
4 |
| work and devotion to the Illinois FAIR Plan Association |
5 |
| Governing Committee and the Illinois Mine Subsidence Insurance |
6 |
| Fund Board of Directors; and be it further
|
7 |
| RESOLVED, That a suitable copy of this resolution be |
8 |
| presented to Charles M. Hill Sr. as a symbol of our respect and |
9 |
| gratitude for his public service.
