2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate John Novinson on | ||||||
4 | the occasion of his retirement as Manager of the Village of | ||||||
5 | Northbrook; and
| ||||||
6 | WHEREAS, John Novinson has served the citizens of the | ||||||
7 | Village of Northbrook with pride and distinction as Village | ||||||
8 | Manager; he has had 39 years of experience in local, State, | ||||||
9 | regional, and national government, including experience as an | ||||||
10 | administrator with the Illinois Department of Registration and | ||||||
11 | Education and the Cook County, Illinois Civil Service | ||||||
12 | Commission; he has also served as President of the Illinois | ||||||
13 | Public Employer Labor Relations Association; and
| ||||||
14 | WHEREAS, During John Novinson's tenure as Village Manager, | ||||||
15 | the Village of Northbrook has achieved and maintained a double | ||||||
16 | triple "A" bond rating in Moody's and Standard and Poor's, one | ||||||
17 | of only two communities in the State to do so; and
| ||||||
18 | WHEREAS, John Novinson serves as the chair of the | ||||||
19 | International City / County Management Association's Public | ||||||
20 | Works subcommittee of the association's Policy Committee; he | ||||||
21 | serves on the ICMA's new Sustainability Committee, an | ||||||
22 | international effort to encourage local governments to assure |

1 | the perpetual achievement of a world that addresses the needs | ||||||
2 | of the current generation without compromising the needs of the | ||||||
3 | future; he was also the co-chair of the ICMA's Environmental | ||||||
4 | Mandates Task Force, which worked on the creation of federal | ||||||
5 | mandate legislation with major public interest groups; and
| ||||||
6 | WHEREAS, John Novinson has had a variety of experience with | ||||||
7 | environmental issues; he has served as chair of the Clean Air | ||||||
8 | Counts (CAC) Campaigns, a volunteer effort to improve the | ||||||
9 | quality of air in the Chicago region; under Mr. Novinson's | ||||||
10 | leadership, the Village of Northbrook has been recognized as a | ||||||
11 | Platinum member of the CAC effort; and
| ||||||
12 | WHEREAS, John Novinson's dedication to the Village of | ||||||
13 | Northbrook and his dedicated advocacy for the environment is | ||||||
14 | worthy of the greatest respect; therefore, be it | ||||||
15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
16 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
17 | congratulate John Novinson on the occasion of his retirement | ||||||
18 | and wish him continued success and happiness in the future; and | ||||||
19 | be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to John Novinson as a symbol of our esteem and | ||||||
22 | respect.
