2 | WHEREAS, The Consul General of Israel in Chicago, Barukh | ||||||
3 | Binah, and his wife, Shulamit Binah, are leaving to return to | ||||||
4 | Israel after serving as Consul General to the Midwest; | ||||||
5 | together, they are returning to Israel for Mr. Binah's new | ||||||
6 | position as Deputy Director General (designate) for North | ||||||
7 | American Affairs, Ministry of Foreign Affairs; and
| ||||||
8 | WHEREAS, Barukh Binah has been a member of Israel's Foreign | ||||||
9 | Service since 1979; he has held various positions in diplomacy, | ||||||
10 | research, policy planning, and media relations; and
| ||||||
11 | WHEREAS, In 1985, he was appointed Israel's Spokesman and | ||||||
12 | Press Officer in New York; in 1992, he was assigned to | ||||||
13 | Washington, D.C., as Counselor for Congressional Affairs at the | ||||||
14 | Embassy of Israel; he later became the Embassy's | ||||||
15 | Minister-Counselor for Public Affairs; and
| ||||||
16 | WHEREAS, In Jerusalem, Barukh Binah served as the Spokesman | ||||||
17 | of the Ministry of Foreign Affairs and Director of the Press | ||||||
18 | Department (1991-1992); between 1999 and 2001, he served as | ||||||
19 | Director of the Second North American Affairs Department; he | ||||||
20 | also held a variety of research and policy planning positions, | ||||||
21 | including Comptroller of Research Quality; from 2001 - 2005, he | ||||||
22 | served as the Head of the International Affairs Bureau in the |

1 | Center for Political Research of the Foreign Ministry; and
| ||||||
2 | WHEREAS, Barukh Binah holds degrees, with honors, from the | ||||||
3 | Hebrew University of Jerusalem and the Haifa University; In | ||||||
4 | 1998 he graduated from Israel's National Defense College, where | ||||||
5 | he wrote his dissertation, Israel and the American Jewish | ||||||
6 | Community: a Brotherhood in Distress ; he has served as the | ||||||
7 | Secretary of the Israel Oriental Society and contributed to | ||||||
8 | literary periodicals; and

9 | WHEREAS, His wife, Shulamit Binah, is an expert in Middle | ||||||
10 | Eastern affairs and has filled a variety of evaluation and | ||||||
11 | analysis positions in Israel's Foreign Ministry, IDF, and | ||||||
12 | National Police; she is a graduate of the Haifa University in | ||||||
13 | Israel (Middle Eastern History); she earned her Masters degree | ||||||
14 | from the City University of New York-Graduate Center; she has | ||||||
15 | served in Israel's Mission to the United Nations and at the | ||||||
16 | Embassy in Washington, D.C.; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
19 | congratulate Barukh Binah for his years of service in the State | ||||||
20 | of Illinois and as he and his wife return to Israel and wish | ||||||
21 | them both the best in their future endeavors; and be it further

22 | RESOLVED, That a suitable copy of this resolution be |
