AMENDMENT TO HOUSE RESOLUTION 1048

2     AMENDMENT NO. ___. Amend House Resolution 1048, AS AMENDED,
3 by replacing everything after the title with the following:
 
4     "WHEREAS, The Illinois State Fairgrounds in Springfield
5 encompasses 366 acres with more than 100 permanent buildings;
6 and
 
7     WHEREAS, The Illinois State Fairgrounds is home to the
8 annual Illinois State Fair and also serves as the location of
9 hundreds of educational and entertainment events throughout
10 the year; and
 
11     WHEREAS, Severe deterioration of underground electric
12 cable has caused a massive power outage at the Fairgrounds,
13 resulting in the cancellation of dozens of events; the
14 cancellations will cost the local economy millions of dollars
15 in lost revenues; and

1     WHEREAS, The Capital Development Board is in the process of
2 completing a statewide facilities assessment to provide a "big
3 picture" look at State facilities; and
 
4     WHEREAS, The purpose of this assessment is to provide an
5 inventory of State facilities, as well as to examine potential
6 energy savings and assess unoccupied space; and
 
7     WHEREAS, The assessment was begun in January 2007; and
 
8     WHEREAS, The initial assessment data have been provided to
9 the Capital Development Board by Vanderweil Facilities
10 Advisors; and
 
11     WHEREAS, The information in this assessment should be
12 provided to members of the General Assembly, so that it may be
13 used to help determine future maintenance and capital needs;
14 therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17 the Capital Development Board shall provide a report, including
18 the data provided to the Capital Development Board by
19 Vanderweil Facility Advisors, to the General Assembly by May
20 30, 2008 on the status of all State facilities, including the

1 Illinois State Fairgrounds, and their potential maintenance
2 and capital needs broken out according to House and Senate
3 legislative districts; and be it further
 
4     RESOLVED, That the requirement for filing the report with
5 the General Assembly shall be satisfied by filing copies of the
6 report with the Speaker, the Minority Leader, and the Clerk of
7 the House of Representatives; and be it further
 
8     RESOLVED, That, if the Capital Development Board does not
9 file the report with the General Assembly by May 30, 2008 as
10 required, the Attorney General shall investigate the
11 withholding of the information by the Capital Development
12 Board; and be it further
 
13     RESOLVED, That a suitable copy of this resolution shall be
14 delivered to the Governor, the Attorney General, the Executive
15 Director of the Capital Development Board, and the Director of
16 Agriculture.".
