| HOUSE RESOLUTION

| WHEREAS, A moratorium on the use of capital punishment was |
3 |
| instituted in Illinois in 2000; and
|
4 |
| WHEREAS, The current Governor and his administration have |
5 |
| taken no steps to end the moratorium but rather continue the |
6 |
| moratorium as a policy in Illinois; and
|
7 |
| WHEREAS, Criminals continue to murder innocent people |
8 |
| throughout the State of Illinois in spite of the existence of |
9 |
| the moratorium; and
|
10 |
| WHEREAS, Since the inception of the moratorium, several |
11 |
| defendants have been found guilty of first degree murder and |
12 |
| have been given a death sentence; and
|
13 |
| WHEREAS, No capital punishment has been performed on those |
14 |
| who have received such a sentence because of the existence of |
15 |
| the moratorium; and
|
16 |
| WHEREAS, Families of the victims of the criminals who have |
17 |
| killed their loved ones can and have received no closure |
18 |
| because the full sentence has not been carried out because of |
19 |
| the existence of the moratorium; and
|
