| WHEREAS, President George W. Bush has nominated Dr. Gary D. |
3 |
| Glenn, Distinguished Teaching Professor Emeritus of Political |
4 |
| Science at Northern Illinois University, to serve on the |
5 |
| National Council for the Humanities; and
|
6 |
| WHEREAS, Dr. Gary Glenn's distinguished career at Northern |
7 |
| Illinois University has spanned four decades, beginning in 1966 |
8 |
| as Assistant Professor; he became Associate Professor in 1978, |
9 |
| holding Assistant Chair from 1979 to 1986; he has been a Full |
10 |
| Professor since 1996; and
|
11 |
| WHEREAS, Dr. Glenn was given the distinctive titles of |
12 |
| Presidential Teaching Professor in 2000 and Distinguished |
13 |
| Teaching Professor in 2004; he continues to serve the |
14 |
| university as Professor Emeritus, teaching an honors seminar in |
15 |
| political science; and
|
16 |
| WHEREAS, Dr. Glenn is a prolific scholar of political |
17 |
| philosophy, American political thought, and religion and the |
18 |
| Constitution, having so far published 18 articles and 12 book |
19 |
| chapters; he has given some 70 local, national, and |
20 |
| international public lectures and presented 58 professional |
21 |
| conference papers; and
|
|

| WHEREAS, Dr. Glenn is the recipient of numerous awards |

| honoring his scholarship and teaching, including the Great |

| Professor Award, University Honors Program, Northern Illinois |
4 |
| University (2003); Michael C. Maibach Outstanding Political |
5 |
| Theory Faculty Award (2001, 2002); Outstanding Teaching in |
6 |
| Political Science Award presented by The American Political |
7 |
| Science Association and Pi Sigma Alpha, the National Political |
8 |
| Science Honor Society (2000); Honorary Inductee, Golden Key |
9 |
| National Honor Society (1999); Honorary Inductee, Phi Kappa Phi |
10 |
| National Scholastic Honorary (1996); Outstanding Faculty |
11 |
| Member Award by Northern Illinois University Pan-Hellenic |

| Council (1995); Excellence in Undergraduate Teaching Award, |

| WHEREAS, Throughout his career, Professor Glenn has |

| participated in a number of grant-funded studies, fellowships, |

| and academic sabbaticals; some of his research has been |
24 |
| supported by the University Research Grant (1973, 1975, 1976), |
25 |
| Graduate School Grant (1981, 1989, 1990, 1991), and Earhart |

| Foundation Grant (1990, 1991, 1993); his studies are many, but |

| include "Ethics and the Public Servant", "Religion and the |
3 |
| Constitution", "The Judicialization of the Bill of Rights", |
4 |
| "Inalienable Rights in Classical Liberalism", and "Religion in |
5 |
| Western Political and Ethical Thought"; and |
6 |
| WHEREAS, The National Council for the Humanities is a 26 |
7 |
| member advisory board to the National Endowment for the |
8 |
| Humanities (NEH), an independent agency of the federal |
9 |
| government which promotes excellence in the humanities; the |
10 |
| National Council for the Humanities advises the NEH on grant |
11 |
| applications, as well as matters of national policy; therefore, |
12 |
| be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
14 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
15 |
| extend our congratulations to Dr. Gary Glenn, a highly |
16 |
| qualified nominee to serve on the National Council for |
17 |
| Humanities, and we urge the U.S. Senate to confirm him to this |
18 |
| post; and be it further

| RESOLVED, That suitable copies of this resolution be |
20 |
| delivered to the President pro tempore of the Senate, the |
21 |
| Majority and Minority Leaders of the Senate, the Chairman and |
22 |
| Ranking Member of the U.S. Senate Committee on Health, |
23 |
| Education, Labor, and Pensions, and the U.S. Senate members of |
