HOUSE RESOLUTION

 
2     WHEREAS, State Representative Monique D. Davis and the
3 Illinois House of Representatives are saddened to learn of the
4 death of Dr. Asa Grant Hilliard III; and
 
5     WHEREAS, Asa Grant Hilliard III was born in Galveston,
6 Texas, on August 22, 1933; he earned his bachelor's degree in
7 Educational Psychology, a master's degree in Counseling, and a
8 Doctorate of Education in Educational Psychology from the
9 University of Denver; and
 
10     WHEREAS, Asa Grant Hilliard III had a long and
11 distinguished career in education; he began his career in the
12 Denver public schools; he served on the faculty at San
13 Francisco State University for eighteen years, serving as a
14 Department Chair for two years, a Dean of Education for eight
15 years, and a consultant to the Peace Corps and Superintendent
16 of Schools in Monrovia, Liberia for two years; prior to his
17 death, he was the Fuller E. Callaway Professor of Urban
18 Education at Georgia State University, with joint appointments
19 in the Department of Educational Policy Studies and the
20 Department of Educational Psychology and Special Education;
21 and
 
22     WHEREAS, Asa Grant Hilliard III participated in the

1 development of several national assessment systems, such as
2 proficiency assessment for professional educators, and
3 developmental assessments of young children and infants; and he
4 had been active in forensic psychology, serving as an expert
5 witness on the winning side in several landmark federal cases
6 on test validity and bias; and
 
7     WHEREAS, Asa Grant Hilliard III was a founding member of
8 the Association for the Study of Classical African
9 Civilizations and served as its first Vice President; he was
10 the co-developer of a popular educational television series
11 "Free Your Mind, Return To The Source: African Origins", as
12 well as having produced videotapes and educational materials on
13 African History through his production company, Waset
14 Education Productions; he wrote numerous technical papers,
15 articles, and books on testing, Ancient African History,
16 teaching strategies, public policy, cultural styles, and child
17 growth and development; he consulted with many of the leading
18 school districts, universities, government agencies, and
19 private corporations on valid assessment, curriculum equity,
20 and teacher training, with several of his programs in
21 pluralistic curriculum, assessment, and valid teaching
22 becoming national models; and
 
23     WHEREAS, Asa Grant Hilliard III was the recipient of
24 numerous honors and awards; among them, he was the recipient of

1 the Outstanding Scholarship Award from the Association of Black
2 Psychologists; he was designated a Knight Commander of the
3 Human Order of the African Redemption; and he received the
4 Distinguished Leadership Award from the Association of
5 Teachers of Education; and
 
6     WHEREAS, Asa Grant Hilliard III is survived by his wife,
7 Patsy Jo Hilliard, and his four children; therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10 mourn, along with his family and friends, the passing of Dr.
11 Asa Grant Hilliard III; and be it further
 
12     RESOLVED, That a suitable copy of this resolution be
13 presented to the family of Dr. Asa Grant Hilliard III as an
14 expression of our sympathy.
