| WHEREAS, State Representative Monique D. Davis and the |
| 3 |
| Illinois House of Representatives resolve to urge each police |
| 4 |
| agency in the State of Illinois to submit an annual report to |
| 5 |
| the Governor, the General Assembly, the President of the |
| 6 |
| Senate, the Minority Leader of the Senate, the Speaker of the |
| 7 |
| House of Representatives, and the Minority Leader of the House |
| 8 |
| of Representatives on the number of persons killed by its |
| 9 |
| officers in the preceding calendar year, in the aggregate, and |
| 10 |
| disaggregating by the race or ethnicity of the officer |
| 11 |
| involved, the race or ethnicity of the victim, the gender of |
| 12 |
| the victim, the age of the victim, and the method by which the |
| 13 |
| victim was killed; and
|
| 14 |
| WHEREAS, These reports are necessary because of the high |
| 15 |
| incidence of innocent persons being killed by police officers |
| 16 |
| throughout this State during the investigation of crimes and |
| 17 |
| during the pursuit of alleged criminal suspects; and
|
| 18 |
| WHEREAS, The Governor and General Assembly need access to |
| 19 |
| this information in order to determine whether laws and rules |
| 20 |
| need to be changed in relation to the apprehension of criminal |
| 21 |
| suspects and the training of police officers; and
|
| 22 |
| WHEREAS, The killing of innocent persons by the police |

| often result in civil rights litigation by the deceased |
| 2 |
| persons' families and result in millions of dollars of |
| 3 |
| judgments against the units of government that employ these |
| 4 |
| police officers who were involved in the killings; and
|
| 5 |
| WHEREAS, Better law enforcement and less use of deadly |
| 6 |
| force by police officers will improve the trust between the |
| 7 |
| community and law enforcement agencies, will result in more |
| 8 |
| cooperation among local residents in the prosecution of |
| 9 |
| criminal cases, and will improve the safety of local |
| 10 |
| communities; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 12 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 13 |
| the House urges each police agency in the State of Illinois to |
| 14 |
| submit an annual report to the Governor, the General Assembly, |
| 15 |
| the President of the Senate, the Minority Leader of the Senate, |
| 16 |
| the Speaker of the House of Representatives, and the Minority |
| 17 |
| Leader of the House of Representatives on the number of persons |
| 18 |
| killed by its police officers in the preceding calendar year, |
| 19 |
