2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Timothy E. Gillian | ||||||
4 | for his service as Commissioner of the Village of Forest Park; | ||||||
5 | and
| ||||||
6 | WHEREAS, Commissioner Timothy E. Gillian was first elected | ||||||
7 | Commissioner of the Village of Forest Park on April 4, 1995; on | ||||||
8 | April 24, 1995, he was appointed to the Department of Streets | ||||||
9 | and Public Improvements; and
| ||||||
10 | WHEREAS, As the Commissioner of the Department of Streets | ||||||
11 | and Public Improvements, Commissioner Gillian was charged with | ||||||
12 | overseeing the erection, making, and reconstruction of all | ||||||
13 | street improvements, paving, curbing, sewers and public | ||||||
14 | improvements, underground utilities, and the collection and | ||||||
15 | disposal of garbage and rubbish; and
| ||||||
16 | WHEREAS, On April 13, 1999, Commissioner Gillian was | ||||||
17 | reelected and appointed to the Department of Accounts and | ||||||
18 | Finance and as the Commissioner of Accounts and Finance; he was | ||||||
19 | the Vice President of the Village Council and charged with | ||||||
20 | overseeing the finances of the Village, as well as the | ||||||
21 | operations of the Fire Department and Village Clerk's Office; | ||||||
22 | he also took on the role as village liaison to the Forest Park |

1 | Main Street Redevelopment Association; and
| ||||||
2 | WHEREAS, On April 1, 2003, Commissioner Gillian was once | ||||||
3 | again elected and reappointed to the position of Accounts and | ||||||
4 | Finance; and
| ||||||
5 | WHEREAS, During his 12 years as an elected official, | ||||||
6 | Commissioner Gillian was influential in the reconstruction, | ||||||
7 | design and streetscape of Madison Street in Forest Park's | ||||||
8 | Downtown District, bringing about a much needed revitalization | ||||||
9 | and creating facade and business improvement grants to attract | ||||||
10 | new businesses, all the while encouraging existing businesses | ||||||
11 | to make aesthetic improvements; and
| ||||||
12 | WHEREAS, The reconstruction of Madison Street earned the | ||||||
13 | Village of Forest Park the coveted Governor's Home Town Award | ||||||
14 | and nine Illinois Main Street Awards; and | ||||||
15 | WHEREAS, Commissioner Gillian staunchly supported the | ||||||
16 | creation of the positions of Village Administrator and Finance | ||||||
17 | Director/Comptroller, positions new to the Village that | ||||||
18 | require higher levels of education and professionalism; and
| ||||||
19 | WHEREAS, Commissioner Gillian successfully negotiated an | ||||||
20 | agreement for the removal and disposal of garbage in which the | ||||||
21 | Village's residents received garbage "toters", thus improving |

1 | the appearance of their alleys and providing for better waste | ||||||
2 | containment throughout the community; and | ||||||
3 | WHEREAS, Commissioner Gillian supported a 10 million | ||||||
4 | dollar water infrastructure upgrade project which resulted in | ||||||
5 | better water flow throughout the community and increased water | ||||||
6 | pressure to village fire hydrants; and
| ||||||
7 | WHEREAS, Commissioner Gillian supported a number of Tax | ||||||
8 | Increment Financing Districts and Business Improvement | ||||||
9 | Districts to encourage business growth and was influential in | ||||||
10 | the creation and adoption of number of Economic Incentive | ||||||
11 | Agreements to establish new businesses; and | ||||||
12 | WHEREAS, Commissioner Gillian backed a local referendum | ||||||
13 | which allowed the Village to collect one half of one percent | ||||||
14 | from local sales taxes to support a 10 million dollar | ||||||
15 | infrastructure upgrade known as the Village Improvement | ||||||
16 | Program; and | ||||||
17 | WHEREAS, During his 12 years of service to the residents of | ||||||
18 | the Village of Forest Park, Commissioner Tim Gillian has been a | ||||||
19 | dedicated and thoughtful public servant who has conducted | ||||||
20 | himself in a highly professional manner, earning the respect of | ||||||
21 | those he has served with and those he has been entrusted to | ||||||
22 | serve, contributing to the betterment of his Departments and |

1 | the community as a whole; his professionalism and dedication to | ||||||
2 | his duties as an elected official in the Village of Forest Park | ||||||
3 | has been exemplary; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
5 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | congratulate Timothy E. Gillian for his public service and wish | ||||||
7 | him continued success and happiness in the future; and be it | ||||||
8 | further

9 | RESOLVED, That a suitable copy of this resolution be | ||||||
10 | presented to Timothy E. Gillian as a symbol of our esteem and | ||||||
11 | respect.
