| WHEREAS, The members of the Illinois House of |
| 3 |
| Representative are pleased to recognize Tracy Fisher, |
| 4 |
| recipient of the 2007 Kohl McCormick Early Childhood Teaching |
| 5 |
| Award; and
|
| 6 |
| WHEREAS, Tracy Fisher has benefited the community of |
| 7 |
| Edgewater, by excelling in her role as a State Pre-Kindergarten |
| 8 |
| teacher at the Helen C. Peirce School of International Studies; |
| 9 |
| and
|
| 10 |
| WHEREAS, Tracy Fisher was bestowed the honor of being |
| 11 |
| awarded among the Kohl McCormick Early Childhood Teaching |
| 12 |
| Awards for 2007; and
|
| 13 |
| WHEREAS, The Kohl McCormick awards are granted to educators |
| 14 |
| that exemplify the best practices of quality early childhood |
| 15 |
| teaching: dedication, innovation, leadership, respect for |
| 16 |
| children and their families, and commitment to professional |
| 17 |
| growth; and
|
| 18 |
| WHEREAS, Visionaries like Tracy Fisher have excelled in |
| 19 |
| educating the youth of the State of Illinois in creative and |
| 20 |
| innovative ways to teach our youth by incorporating drama, |
| 21 |
| visual arts, and music to foster creative learning; and
|
|

| WHEREAS, The Kohl McCormick Foundation reviewed more than |
| 2 |
| 200 nominees and selected only five as award recipients; thus, |
| 3 |
| Tracy Fisher represents the best of the field in early |
| 4 |
| childhood education; and
|
| 5 |
| WHEREAS, Early childhood education has been shown to |
| 6 |
| drastically reduce future crime rates, and investments in |
| 7 |
| quality child care and early childhood education do more than |
| 8 |
| pay significant returns to children, our future citizens; they |
| 9 |
| also benefit taxpayers and enhance economic vitality; and
|
| 10 |
| WHEREAS, High-quality early childhood education helps |
| 11 |
| prepare young children to succeed in school and become better |
| 12 |
| citizens; they earn more, pay more taxes, and commit fewer |
| 13 |
| crimes; and
|
| 14 |
| WHEREAS, Access to available and affordable choices of |
| 15 |
| early childhood learning programs helps working parents |
| 16 |
| fulfill their responsibilities; and
|
| 17 |
| WHEREAS, Due to the positive effects on society of quality |
| 18 |
| early childhood education, leaders like Tracy Fisher are |
| 19 |
| working to ensure a better future for the children she teaches, |
| 20 |
| their families, and society as a whole; therefore, be it
|

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 3 |
| congratulate Tracy Fisher on receiving the 2007 Kohl McCormick |
| 4 |
| Early Childhood Teaching Award, thank her for her dedication |
| 5 |
| and service to the citizens of Illinois, and wish her continued |
| 6 |
| success and happiness in the future; and be it further
|
| 7 |
| RESOLVED, That a suitable copy of this resolution be |
| 8 |
| presented to Tracy Fisher as a symbol of our esteem and |
| 9 |
| respect.
