HOUSE RESOLUTION

    WHEREAS, The Village of Plainfield is a prosperous 
3
community that enjoys working with nearby communities to 
4
develop regional harmony for the benefit of all Illinois 
5
citizens; and

 
6
    WHEREAS, The Village of Plainfield has seen generous growth 
7
and development through increased business and development, 
8
and has experienced a population increase of over 200% in the 
9
past 8 years; and

 
10
    WHEREAS, With such rapid growth comes unique challenges, 
11
most notably the ability to provide transportation 
12
infrastructure to meet the increased demands of residents and 
13
visitors; and

 
14
    WHEREAS, The Village of Plainfield has created a 
15
comprehensive plan to make the downtown more pedestrian 
16
friendly and to reduce truck traffic; and

 
17
    WHEREAS, The Village of Yorkville is also a prosperous 
18
community, and is also welcome to attract businesses and 
19
development; and
 
20
    WHEREAS, The residents and community leaders of the Village

of Plainfield would like to encourage the residents and 
2
community leaders of the Village of Yorkville to consider the 
3
impact that such development has upon neighboring communities; 
4
and

 
5
    WHEREAS, Specifically, the proposed Fox Moraine Landfill 
6
should be designed so as to minimize the truck traffic to 
7
nearby communities; and

 
8
    WHEREAS, The residents and community leaders of the Village 
9
of Plainfield would like to request that along with the 
10
approval of any commercial landfill site in the Village of 
11
Yorkville, the Village of Yorkville should require as a 
12
condition of that approval that all commercial trucks leading 
13
to and from that landfill do not pass through the Village of 
14
Plainfield; and
 
15
    WHEREAS,The current proposed traffic pattern, Interstate 
16
55 to Illinois 126 to Illinois 47, would result in a large 
17
increase in truck traffic through the Village of Plainfield to 
18
a higher level than the already burdensome level on a 2-lane 
19
road;  the current traffic pattern would also create a more than 
20
350% increase in travel time to local jobs from Kendall to Will 
21
County; therefore, be it

    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE

NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
2
urge the Village of Yorkville to adopt a traffic pattern for 
3
the proposed Fox Moraine Landfill from I-55 to I-80 to I-47 so 
4
as to minimize congestion throughout Illinois communities; and 
5
be it further

 
6
    RESOLVED, That suitable copies of this resolution be sent 
7
to the Village President and Village Trustees of the Village of 
8
Yorkville, and the County Chairman of the County of Kendall.
