| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
3 |
| Representatives are pleased to honor Frank Meredith, President |
4 |
| of the Village of Sherman, as he retires; and |
5 |
| WHEREAS, Frank Meredith was born in Pana on July 31, 1941 |
6 |
| and raised in Tower Hill; he graduated from Tower Hill |
7 |
| Community High School in 1959 where he was a varsity starter in |
8 |
| baseball and basketball for 4 years; and
|
9 |
| WHEREAS, Frank Meredith joined the United States Navy in |
10 |
| July 1959; ; he served in Europe, Cuba, and two tours in |
11 |
| Vietnam, as well as in the Amphibious Fleet as a Personnelman |
12 |
| and Personnel Officer; he was selected Shore Sailor of the Year |
13 |
| for the Navy in 1973; in
1975 he was selected as the number one |
14 |
| qualified candidate for promotion to Chief Personnelman from |
15 |
| the entire United States
Navy; he retired in February of 1978; |
16 |
| and
|
17 |
| WHEREAS, Frank Meredith was hired in March 1978 as an |
18 |
| investigator with the Fair Employment Practice Commission, |
19 |
| which was renamed the Department of Human Rights in 1980; in |
20 |
| 1982 he was promoted to Manager of the Central/Downstate |
21 |
| Division of the Department, the position he held when he |
22 |
| retired from the State of Illinois on October 31, 2002; and

| WHEREAS, Frank Meredith was elected as a Sherman Village |
2 |
| Trustee in 1985 and on April 1, 1987, he was elected President |
3 |
| of the Village of Sherman; during his 20 years as President of |
4 |
| Sherman he was appointed by the County Chairman to the original |
5 |
| E-911 Board, by the Governor to the State Board of Facilities |
6 |
| for the Aging, and served on the Sangamon County Planning |
7 |
| Commission; and
|
8 |
| WHEREAS, He was elected to the Board of Directors of the |
9 |
| Illinois Municipal League (the statewide association of all |
10 |
| elected local officials) in 1992; he was elected as Sergeant at |
11 |
| Arms for the League, serving 3 terms; in 1999 he was elected |
12 |
| 1st Vice President and in 2000, the 99th President of the |
13 |
| Illinois Municipal League; and
|
14 |
| WHEREAS, As the President of the Village of Sherman, he |
15 |
| provided the leadership that saw Sherman grow from a Village of |
16 |
| 1,000 residents to the current population of approximately |
17 |
| 3,600; he oversaw the construction of the Village sanitary |
18 |
| system and secured the funding to build hard surface streets in |
19 |
| original Sherman and Lyndale Subdivision; the Village approved |
20 |
| the home rule form of government, and he introduced several new |
21 |
| programs to the Village such as a Village Recycling Program; he |
22 |
| worked with several county, State, federal, and railroad |
23 |
| officials to secure the funding for the new east/west |

| underpass, perhaps the most significant improvement to the |
2 |
| Village in it's history; after 20 years as President of the |
3 |
| Village Board, he is the longest serving President in Sherman's |
4 |
| history; therefore, be it
|
5 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
6 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
7 |
| congratulate Frank Meredith on his retirement as President of |
8 |
| the Village of Sherman and wish him the best in his future |
9 |
| endeavors; and be it further
|
10 |
| RESOLVED, That a suitable copy of this resolution be |
11 |
| presented to Frank Meredith as a symbol of our respect.
