2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to honor Donald Storino and his | ||||||
4 | work with the West Central Municipal Conference and the West | ||||||
5 | Cook County Solid Waste Agency; and
| ||||||
6 | WHEREAS, Mr. Storino has been active in local and State | ||||||
7 | government for over 10 years; he served as the Executive | ||||||
8 | Director of both the West Central Municipal Conference (WCMC) | ||||||
9 | and the West Cook County Solid Waste Agency; these two | ||||||
10 | organizations cover 200 square miles, have a population of over | ||||||
11 | 565,000 residents, and include 36 municipalities, several | ||||||
12 | townships in Western Cook County, Brookfield Zoo, and Triton | ||||||
13 | College; and
| ||||||
14 | WHEREAS, Mr. Storino represented all 36 municipalities and | ||||||
15 | mayors on a myriad of local government issues, including | ||||||
16 | legislative advocacy, transportation, and land use planning, | ||||||
17 | zoning, solid waste management, recycling coordination, group | ||||||
18 | purchasing, regional coalition building, and Brownfield and | ||||||
19 | economic development; he formulated, supervised, and was | ||||||
20 | responsible for achieving the legislative agenda of each | ||||||
21 | organization; he managed a combined budget of almost $5 | ||||||
22 | million, and would interface daily with mayors, village | ||||||
23 | managers, professional staff, business leaders, and outside |

1 | consultants to achieve the goals of the organizations; and
| ||||||
2 | WHEREAS, Prior to joining the WCMC, Mr. Storino was a | ||||||
3 | member of Storino, Ramello & Durkin, in Rosemont, where he | ||||||
4 | engaged in a diverse litigation practice focusing on land use | ||||||
5 | and zoning, and municipal law; he served as village prosecutor | ||||||
6 | for the Villages of Elmwood Park, Rosemont, and Glendale | ||||||
7 | Heights and served as assistant village counsel for 10 other | ||||||
8 | suburban municipalities; he also appeared regularly before the | ||||||
9 | Cook County Board of Review representing clients on real estate | ||||||
10 | tax issues and the Cook County Electoral Board on election | ||||||
11 | issues; in 2001 he was appointed Special Counsel to the | ||||||
12 | Illinois Racing Board; and
| ||||||
13 | WHEREAS,
Mr. Storino served as legal counsel to the | ||||||
14 | Illinois Department of Public Health, where he represented the | ||||||
15 | Department in administrative hearings regarding nursing homes, | ||||||
16 | and all issues dealing with the health care industry; after | ||||||
17 | graduation from law school he began working for Clifford Law | ||||||
18 | Offices where he handled personal injury litigation throughout | ||||||
19 | the region;
Mr. Storino received his bachelor's degree from the | ||||||
20 | University of Notre Dame in 1995, and received his law degree | ||||||
21 | from DePaul College of Law in 1998; and

22 | WHEREAS, In addition to his professional experience, Mr. | ||||||
23 | Storino has also held and continues to hold positions |

1 | influential in law and politics; in 2005, the Cook County Board | ||||||
2 | appointed him to the Cook County Sheriff's Merit Board; in | ||||||
3 | 2002, Mr. Storino served on Governor Rod R. Blagojevich's legal | ||||||
4 | transition team, which advised the Governor and his staff on a | ||||||
5 | wide range of legal issues; he served on the Metropolitan | ||||||
6 | Mayors Caucus Steering Committee, which represents 272 | ||||||
7 | municipalities in Northeast Illinois; during the 1996 | ||||||
8 | Democratic National Convention, Mr. Storino served as an aid to | ||||||
9 | the Chairman of the Democratic Party of Illinois; Mr. Storino | ||||||
10 | currently serves as the 3rd Vice President of the Justinian | ||||||
11 | Society of Lawyers, as a Director of the Italian American | ||||||
12 | Political Coalition, as well as a director of the Triton | ||||||
13 | College Foundation Board;
Mr. Storino, his wife Lacy, and their | ||||||
14 | daughter Bianca live in Chicago; therefore, be it

15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
16 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
17 | honor Donald Storino and his work with the West Central | ||||||
18 | Municipal Conference and the West Cook County Solid Waste | ||||||
19 | Agency; and be it further
| ||||||
20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to Donald Storino as a symbol of our esteem.
