| HOUSE RESOLUTION

| WHEREAS, Citizen participation in the electoral process is |
3 |
| the cornerstone of our American democracy; and
|
4 |
| WHEREAS, Unfortunately, the rate of voter turnout for |
5 |
| elections in this country has declined over the years and is |
6 |
| lower than the rate enjoyed by some other democracies around |
7 |
| the world; and
|
8 |
| WHEREAS, Germany and Italy, for instance, have experienced |
9 |
| a growth in their percentages of voter participation since |
10 |
| making their election days national holidays; and
|
11 |
| WHEREAS, Making each federal election day a national |
12 |
| holiday in the United States would make it easier for Americans |
13 |
| to get to the polls, and election authorities would find a |
14 |
| greater number of election workers and accessible buildings |
15 |
| available; therefore, be it
|

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
17 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
18 |
| urge the United States Congress to enact, and the President to |
19 |
| approve, legislation making each federal election day a |
20 |
| national holiday; and be it further
