HOUSE RESOLUTION

 
2     WHEREAS, Citizen participation in the electoral process is
3 the cornerstone of our American democracy; and
 
4     WHEREAS, Unfortunately, the rate of voter turnout for
5 elections in this country has declined over the years and is
6 lower than the rate enjoyed by some other democracies around
7 the world; and
 
8     WHEREAS, Germany and Italy, for instance, have experienced
9 a growth in their percentages of voter participation since
10 making their election days national holidays; and
 
11     WHEREAS, Making each federal election day a national
12 holiday in the United States would make it easier for Americans
13 to get to the polls, and election authorities would find a
14 greater number of election workers and accessible buildings
15 available; therefore, be it
 
16     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
18 urge the United States Congress to enact, and the President to
19 approve, legislation making each federal election day a
20 national holiday; and be it further

1     RESOLVED, That copies of this resolution be presented to
2 the President of the United States, the Speaker of the United
3 States House of Representatives, the President Pro Tempore of
4 the United States Senate, and each member of the Illinois
5 congressional delegation.
