Amends the Firearm Owners Identification Card Act. Provides that a federally licensed firearm dealer shall have a criminal background check performed on each employee who handles firearms in the course of his or her employment which shall include a fingerprint based criminal background check with a review
of fingerprints by the Illinois State Police and Federal Bureau of
Investigation.
Provides that the Department of State Police shall charge
a fee for conducting the criminal history records check, which shall be
deposited in the State Police Services Fund and shall not exceed the actual
cost of the records check. Provides that until the criminal background check is completed, the employee may not handle firearms during the course of his or her employment.

| AN ACT concerning firearms.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Firearm Owners Identification Card Act is |
5 |
| amended by adding Section 3.4 as follows: |
6 |
| (430 ILCS 65/3.4 new) |

| Sec. 3.4. Federally licensed dealers of firearms; employee |
8 |
| criminal background check. A federally licensed firearm dealer |
9 |
| shall have a criminal background check performed on each |
10 |
| employee who handles firearms in the course of his or her |
11 |
| employment which shall include a fingerprint based criminal |
12 |
| background check with a review
of fingerprints by the Illinois |
13 |
| State Police and Federal Bureau of
Investigation.
Each employee |
14 |
| of the federally licensed firearm dealer shall submit his or |
15 |
| her
fingerprints to the
Department
of State Police in the form |
16 |
| and manner prescribed by the Department of State
Police. These |
17 |
| fingerprints shall be checked against the fingerprint records
|
18 |
| now and hereafter filed in the Department of State
Police and |
19 |
| Federal Bureau of Investigation criminal history records
|
20 |
| databases. The Department of State Police shall charge
a fee |
21 |
| for conducting the criminal history records check, which shall |
22 |
| be
