| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Government Buildings Energy Cost Reduction |
5 |
| Act of 1991 is amended by changing Section 25 as follows: |
6 |
| (20 ILCS 3953/25) |

| Sec. 25. Fluorescent or LED lighting in State buildings. In |
8 |
| order to reduce energy consumption, all buildings owned or |
9 |
| leased by the State that are 1,000 square feet in size or |
10 |
| larger shall, where practicable, use : |
11 |
| (1) Energy Star labeled light bulbs as defined by the |
12 |
| Energy Star Program of the United States Environmental |
13 |
| Protection Agency ; . |
14 |
| (2) Light-emitting diode (LED) luminaires, lamps, and |
15 |
| systems whose efficacy (lumens per watt) and Color |
16 |
| Rendering Index (CRI) meet the Department of Energy |
17 |
| requirements for minimum luminaire efficacy and CRI for the |
18 |
| Energy Star certification, as verified by an independent |
19 |
| third-party testing laboratory that the federal |
20 |
| Environmental Protection Agency Administrator and the |
21 |
| Secretary of Energy determine conducts its tests according |
22 |
| to the procedures and recommendations of the Illuminating |
23 |
| Engineering Society of North America, even if the |
