Amends the Board of Higher Education Act and the Public Community College
Act.
Removes a provision that requires the Illinois Community College Board to submit its budget proposal to the Board of Higher Education. Requires the Illinois Community College Board to submit its budget proposal to the Governor, the General Assembly, the Governor's Office of Management and Budget, and the Commission on Government Forecasting and Accountability. |

| Be it enacted by the People of the State of Illinois, |

| Section 5. The Board of Higher Education Act is amended by |

| operation and capital needs of the institutions under its |

supervision for the ensuing fiscal year. Each |

| budget proposal shall conform
to the procedures developed by |

| the Board in the design of an information
system for State |

| universities and colleges.
