| Representatives must file designations with the Speaker of the |

| House of Representatives, and Senators must file designations |
3 |
| with the President of the Senate. The Speaker and the President |
4 |
| may each prescribe the form and required contents of |
5 |
| designations filed with him or her. |

| (b) The Governor must include an amount sufficient for the |
7 |
| purposes of this Section in the budget submitted by the |
8 |
| Governor under the State Budget Law. |

| (c) If the General Assembly fails to make appropriations in |
10 |
| fiscal year 2009 or in any fiscal year thereafter sufficient to |
11 |
| fund legislative member initiatives designated as provided in |
12 |
| subsection (a), then this Section constitutes an irrevocable |
13 |
| and continuing appropriation from the General Revenue Fund of |
14 |
| all amounts necessary for those purposes. |
15 |
| (d) "Legislative member initiative" means an appropriation |
16 |
| for a grant or distribution to a specific unit of local |
17 |
| government, specific school district, specific not-for-profit |
18 |
| organization, or specific non-governmental entity for |
19 |
| infrastructure improvements or operating expenses. |
20 |
| Appropriations that are part of a statewide program and are |
21 |
| based on generally applicable standards of eligibility are not |
22 |
| legislative member initiatives. "Infrastructure improvements" |
23 |
| include, without limitation, capital improvements, capital |
24 |
| projects, planning, construction, reconstruction, equipment, |
25 |
| utilities, vehicles, and all costs associated with economic |
26 |
| development, community programs, educational programs, public |
