Amends the Public Utilities Act. Provides that a public utility that overcharges a residential customer $500 or more, based on estimated meter reading, in any given billing period, including, but not limited to, monthly, bi-monthly, and semi-annual billing, must refund the overcharge, plus 5% interest, to the customer within 30 days after that billing period. Effective immediately.

| AN ACT concerning regulation.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by adding |
5 |
| Section 8-307 as follows: |

| (220 ILCS 5/8-307 new) |

| Sec. 8-307. Estimated billing for public utility service; |
8 |
| penalties for overcharge. A public utility that overcharges a |
9 |
| residential customer $500 or more, based on estimated meter |
10 |
| reading, in any given billing period, including, but not |
11 |
| limited to, monthly, bi-monthly, and semi-annual billing, must |
12 |
| refund the overcharge, plus 5% interest, to the customer within |
13 |
| 30 days after that billing period.

| Section 99. Effective date. This Act takes effect upon |
15 |
| becoming law.
