| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |
5 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 605-1000 as follows: |
7 |
| (20 ILCS 605/605-1000 new) |

| Sec. 605-1000. Illinois Science and Technology Commission. |

| The Illinois Science and Technology Commission is created to |
10 |
| coordinate efforts on behalf of the State, units of local |
11 |
| government, and institutions of higher education in order to |
12 |
| attract, retain, and promote scientific endeavors and research |
13 |
| facilities within the State. The Commission may coordinate with |
14 |
| other states, the federal government, and scientific research |
15 |
| facilities to achieve its objectives under this Section. The |
16 |
| Commission shall consist of the following 10 members, who shall |
17 |
| be appointed by the Governor with the advice and consent of the |
18 |
| Senate unless otherwise provided in this Section: |
19 |
| (1) Two members with a background in physical sciences. |
20 |
| (2) One member with a background in civil engineering. |
21 |
| (3) One member with a background in land use. |
22 |
| (4) One member with a background in environmental |
23 |
| issues. |
