| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Criminal Code of 1961 is amended by changing |

| Section 3-1 as follows:
|

| Sec. 3-1. Presumption of innocence and
and proof of guilt. |

| Every person is presumed innocent until proved guilty. No |

| person shall
be convicted of any offense unless his guilt |
