SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Provides that, beginning with the 2009 registration year, if a person eligible to receive one set of Disabled Veteran plates at no charge has claimed and received a grant under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, or has been approved for benefits under that Act, that person may purchase a second set of Disabled Veteran plates for $24, instead of the usual fee for license plates for a vehicle of the first division or a vehicle of the second division weighing not more than 8,000 pounds.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 3-609 and 3-806.3 as follows:
 
6     (625 ILCS 5/3-609)  (from Ch. 95 1/2, par. 3-609)
7     Sec. 3-609. Disabled Veterans' Plates. Any disabled
8 veteran who has been or declared eligible for funds for the
9 purchase of a motor vehicle of the first division or for a
10 motor vehicle of the second division weighing not more than
11 8,000 pounds by the United States Federal Government because of
12 his disability, may make application for the registration of
13 one such vehicle, to the Secretary of State without the payment
14 of any registration fee. Registration shall be for a multi-year
15 period effective in 1980 and may be issued staggered
16 registration.
17     Any disabled veteran of World War I, of World War II, of
18 the National Emergency between June 25, 1950 and January 31,
19 1955 or of the period beginning February 1, 1955 and ending on
20 the day before the first day thereafter in which individuals
21 (other than individuals liable for induction by reason of prior
22 deferment) are no longer liable for induction for training and
23 service into the armed forces under the Military Selective

1 Service Act of 1967, or of any armed conflict involving the
2 armed forces of the United States, who has a service-connected
3 disability of such a nature that it would, if it had been
4 incurred in World War II, have entitled him to be awarded an
5 automobile by the United States Federal Government, or who is
6 receiving compensation from the Veterans Administration for
7 total service-connected disability, may make application to
8 the Secretary of State for the registration of one motor
9 vehicle of the first division without accompanying such
10 application with the payment of any fee.
11     Renewal of such registration must be accompanied with
12 documentation for eligibility of registration without fee
13 unless the applicant has a permanent qualifying disability, and
14 such registration plates may not be issued to any person not
15 eligible therefor.
16     The Illinois Veterans Commission may assist in providing
17 the documentation of disability.
18     Commencing with the 2009 registration year, any person
19 eligible to receive license plates under this Section who has
20 been approved for benefits under the Senior Citizens and
21 Disabled Persons Property Tax Relief and Pharmaceutical
22 Assistance Act, or who has claimed and received a grant under
23 that Act, shall pay a fee of $24 instead of the fee otherwise
24 provided in this Code for passenger cars displaying standard
25 multi-year registration plates issued under Section 3-414.1,
26 for motor vehicles registered at 8,000 pounds or less under

1 Section 3-815(a), or for recreational vehicles registered at
2 8,000 pounds or less under Section 3-815(b), for a second set
3 of plates under this Section.

8 year, the registration fee paid by any vehicle owner who has
9 claimed and received a grant under the Senior Citizens and
10 Disabled Persons Property Tax Relief and Pharmaceutical
11 Assistance Act or who is the spouse of such a person shall be
12 $24 instead of the fee otherwise provided in this Code for
13 passenger cars displaying standard multi-year registration
14 plates issued under Section 3-414.1, motor vehicles displaying
15 special registration plates issued under Section 3-616, 3-621,
16 3-622, 3-623, 3-624, 3-625, 3-626, 3-628, 3-638, 3-642, 3-645,
17 3-647, 3-650, or 3-651, motor vehicles registered at 8,000
18 pounds or less under Section 3-815(a), and recreational
19 vehicles registered at 8,000 pounds or less under Section
20 3-815(b). Widows and widowers of claimants shall also be
21 entitled to this reduced registration fee for the registration
22 year in which the claimant was eligible.

24 2008 registration year, the registration fee paid by any

2 Pharmaceutical Assistance Act or who is the spouse of such a
3 person shall be $24 instead of the fee otherwise provided in
4 this Code for passenger cars displaying standard multi-year
5 registration plates issued under Section 3-414.1, motor
6 vehicles displaying special registration plates issued under
7 Section 3-616, 3-621, 3-622, 3-623, 3-624, 3-625, 3-626, 3-628,
8 3-638, 3-642, 3-645, 3-647, 3-650, or 3-651, motor vehicles
9 registered at 8,000 pounds or less under Section 3-815(a), and
10 recreational vehicles registered at 8,000 pounds or less under
11 Section 3-815(b). Widows and widowers of claimants shall also
12 be entitled to this reduced registration fee for the
13 registration year in which the claimant was eligible.
14     Commencing with the 2006 registration year and through the
15 2008 registration year, the registration fee paid by any
16 vehicle owner who has claimed and received a grant under the
17 Senior Citizens and Disabled Persons Property Tax Relief and
18 Pharmaceutical Assistance Act or who is the spouse of such a
19 person shall be $24 instead of the fee otherwise provided in
20 this Code for passenger cars displaying standard multi-year
21 registration plates issued under Section 3-414.1, motor
22 vehicles displaying special registration plates issued under
23 Section 3-607, 3-616, 3-621, 3-622, 3-623, 3-624, 3-625, 3-626,
24 3-628, 3-638, 3-642, 3-645, 3-647, 3-650, or 3-651, or 3-806.4,
25 motor vehicles registered at 8,000 pounds or less under Section
26 3-815(a), and recreational vehicles registered at 8,000 pounds

1 or less under Section 3-815(b). Widows and widowers of
2 claimants shall also be entitled to this reduced registration
3 fee for the registration year in which the claimant was
4 eligible.

19 entitled to this reduced registration fee for the registration
20 year in which the claimant was eligible.

3 issued under Section 3-607, 3-609, 3-616, 3-621, 3-622, 3-623,
4 3-624, 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 3-647, 3-650,
5 or 3-651, or 3-806.4, motor vehicles registered at 8,000 pounds
6 or less under Section 3-815(a), and recreational vehicles
7 registered at 8,000 pounds or less under Section 3-815(b).
8 Widows and widowers of claimants shall also be entitled to this
9 reduced registration fee for the registration year in which the
10 claimant was eligible.
11     No more than one reduced registration fee under this
12 Section shall be allowed during any 12 month period based on
13 the primary eligibility of any individual, whether such reduced
14 registration fee is allowed to the individual or to the spouse,
15 widow or widower of such individual. This Section does not
16 apply to the fee paid in addition to the registration fee for
17 motor vehicles displaying vanity or special license plates.
