AMENDMENT TO HOUSE BILL 2008

2     AMENDMENT NO. ______. Amend House Bill 2008 on page 1, line
3 5, after "2-3.51", by inserting "and by adding Section
4 2-3.142"; and
 
5 on page 5, immediately below line 26, by inserting the
6 following:
 
7     "Section 5. The School Code is amended by adding Section
8 2-3.142 as follows:
 
9     (105 ILCS 5/2-3.142 new)
10     Sec. 2-3.142. Continued Reading Improvement Grant Program.
11     (a) As used in this Section, "school district" includes
12 those schools designated as laboratory schools.
13     (b) The State Board of Education is authorized to
14 administer a Continued Reading Improvement Grant Program.
15     (c) Subject to appropriation, funds for the Continued

1 Reading Improvement Grant Program shall be made available, on a
2 competitive basis, to school districts with students in any of
3 grades 7 through 12 who are reading significantly below grade
4 level, as determined by State assessment information and
5 assessment results.
6     (d) The State Board of Education may reserve and distribute
7 an amount not to exceed 2% of the moneys appropriated for the
8 Continued Reading Improvement Grant Program for the purpose of
9 developing teacher reading academies and administrator
10 academies that espouse research-based teaching methods and
11 instructional strategies proven to increase adolescent
12 literacy achievement. These funds may also be used to develop
13 and maintain an Internet website for collecting program data
14 and providing assessment and instructional resources germane
15 to the program.
16     (e) Funds received under a grant may be used for efforts to
17 implement a school or district literacy plan for increased
18 student achievement and reading comprehension, including, but
19 not limited to, the following:
20         (1) support for students who are reading significantly
21     below grade level;
22         (2) screening for student identification and formative
23     and summative assessments; and
24         (3) professional development for reading teachers and
25     administrators.
26     (f) The State Board of Education may make any rules that

1 are necessary to implement the Continued Reading Improvement
2 Grant Program.".
