Amends the Election Code. With respect to holders of and candidates for State executive branch constitutional offices and General Assembly seats, limits campaign expenditures to an amount equal to the annual compensation of the office sought multiplied by the number of years in the term sought. Provides that the limit applies separately during a primary campaign and an election campaign.

| AN ACT concerning elections.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Election Code is amended by adding Section |
5 |
| 9-8.5 as follows: |

| (10 ILCS 5/9-8.5 new) |

| Sec. 9-8.5. Expenditure limits. |

| (a) As used in this Section: |
9 |
| (1) "Election period" means the period beginning on the |
10 |
| day after a general primary election and ending on the day |
11 |
| of that general election. |
12 |
| (2) "Expenditure limit" means an amount equal to the |
13 |
| annual compensation of the State office sought multiplied |
14 |
| by the number of years in the term of that State office.

| (3) "Primary period" means the period beginning on the |
16 |
| day after a general election and ending on the day of the |
17 |
| following general primary election. |

| (4) "State office" means the office of Governor, |
19 |
| Lieutenant Governor, Attorney General, Secretary of State, |
20 |
| Comptroller, Treasurer, State Senator, and State |
21 |
| Representative. |

| (b) The holder of or a candidate for a State office may not |
23 |
| make aggregate expenditures (i) in excess of the expenditure |
