| AN ACT concerning State employment.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the State |
5 |
| Employment Credit Check Act. |
6 |
| Section 5. Definitions. For the purposes of this Act: |
7 |
| "Credit check" means the process of evaluating an applicant |
8 |
| for State employment's loan requests at a financial |
9 |
| institution, mortgage broker, retail mercantile establishment, |
10 |
| or other lender in order to determine the likelihood that the |
11 |
| borrower will live up to his or her obligations. |
12 |
| "State employment" means employment by a State agency as |
13 |
| defined in Section 1-7 of the Illinois State Auditing Act.

| Section 10. State employment applicants; credit checks. If |
15 |
| a credit check is required by a State agency as part of the |
16 |
| employment application process, the credit check must be |
17 |
| conducted at the beginning of the application process and not |
18 |
| at the end of that process.
