Amends the Township Code. Sets quorum requirements, based on township population, for annual and special township meetings. Transfers specified powers from the electors to the township board, but allows the electors to make recommendations to the township board and sets forth procedures for those recommendations. Provides that specified powers of the electors are not final unless approved at referendum. Amends the Highway Code to make conforming changes.

| AN ACT concerning townships.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Township Code is amended by adding Section |
5 |
| 30-26 as follows: |
6 |
| (60 ILCS 1/30-26 new) |
7 |
| Sec. 30-26. Limitations on township electors. |
8 |
| (a) This Section applies on and after the effective date of |
9 |
| this amendatory Act of the 95th General Assembly. |
10 |
| (b) A quorum is required before the electors may take any |
11 |
| action at an annual or special town meeting. Quorum |
12 |
| requirements are based on the population of the township as |
13 |
| follows: population under 10,000, 25 electors; population of |
14 |
| 10,000 but under 25,000, 50 electors; population of 25,000 but |
15 |
| under 50,000, 75 electors; population of 50,000 or more, 100 |
16 |
| electors. |

| (c) Powers under the following Sections of this Code are |
18 |
| transferred from the electors to the township board: Sections |
19 |
| 30-45, 30-50, 30-53, 30-60, 30-65, 30-70, 30-75, 30-80, 30-85, |
20 |
| 30-90, 30-95, 30-100, 30-105, 30-110, 30-115, 30-120, 30-125, |
21 |
| 30-130, 30-135, 30-140, 30-145, 30-195, 35-40, 35-45, 220-15, |
22 |
| and 220-35. Any action taken by the electors with respect to |

| these transferred powers shall be a recommendation to the |
