1 | AN ACT concerning human services.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Alcoholism and Other Drug Abuse and | ||||||
5 | Dependency Act is amended by adding Section 25-18 as follows: | ||||||
6 | (20 ILCS 301/25-18 new) | ||||||
7 | Sec. 25-18. Substance abuse; homeless persons. | ||||||
8 | (a) The General Assembly finds that substance abuse has, | ||||||
9 | for many years, been a significant problem among homeless | ||||||
10 | persons. Meeting the needs of homeless persons with substance | ||||||
11 | abuse problems presents unique challenges. | ||||||
12 | (b) The Department's Office of Alcoholism and Substance | ||||||
13 | Abuse shall develop a plan for the treatment of substance abuse | ||||||
14 | among homeless persons. In developing the plan for the | ||||||
15 | treatment of substance abuse among homeless persons, the Office | ||||||
16 | of Alcoholism and Substance Abuse shall assess the need for | ||||||
17 | short term residential services, acute treatment services, | ||||||
18 | transitional support services, outpatient services, day | ||||||
19 | treatment services, long term residential services, supportive | ||||||
20 | housing services, and any other needed services. | ||||||
21 | (c) The Office of Alcoholism and Substance Abuse shall | ||||||
22 | obtain any needed information and assistance from the | ||||||
23 | Department of Human Services and other State agencies as may be |

1 | necessary to develop the plan, and other State agencies shall | ||||||
2 | provide such information and assistance upon the Office's | ||||||
3 | request. | ||||||
4 | (d) The Office's plan shall include, but need not be | ||||||
5 | limited to, the following: | ||||||
6 | (1) an estimate of the number of homeless persons in | ||||||
7 | need of substance abuse services, with information on the | ||||||
8 | number of persons in the various geographic areas of this | ||||||
9 | State; | ||||||
10 | (2) an assessment of the services currently in place in | ||||||
11 | the various geographic areas of this State and the adequacy | ||||||
12 | of those services in meeting the substance abuse service | ||||||
13 | needs of homeless persons; | ||||||
14 | (3) an estimate of the additional services needed in | ||||||
15 | the various geographic areas of this State to address the | ||||||
16 | currently unmet substance abuse service needs of homeless | ||||||
17 | persons; | ||||||
18 | (4) a timetable for addressing the currently unmet | ||||||
19 | substance abuse service needs of homeless persons; and | ||||||
20 | (5) such other
information as the Office deems

21 | appropriate. | ||||||
22 | (e) The Secretary of Human Services shall submit the plan | ||||||
23 | to the Governor and the General Assembly no later than 18 | ||||||
24 | months after the effective date of this amendatory Act of the | ||||||
25 | 95th General Assembly.
