AMENDMENT TO HOUSE BILL 1434

    AMENDMENT NO. ______. Amend House Bill 1434 as follows:

on page 1, line 12, by replacing "The public universities" with 
4
"Public and private universities and colleges"; and
 
5
on page 1, line 14, after "campus", by inserting "or a 
6
community college extension site"; and
 
7
on page 1, by replacing line 16 with the following:
8
"university or college. If there is a disagreement on whether 
9
the university or college program meets local workforce needs, 
10
a 5-person panel shall be appointed to determine if the 
11
university's or college's proposed program on the community 
12
college campus or extension site reasonably meets local 
13
workforce needs.  Two members of the panel shall be from local 
14
employers representing the applicable field of study, 
15
appointed by the Board of Trustees of Community College

District No. 512.  Two members of the panel shall be university 
2
or college officials with expertise in the applicable field of 
3
study, appointed by the governing board of the university or 
4
college submitting the program proposal.  One member shall be a 
5
Community College District No. 512 official with expertise in 
6
the applicable field of study, appointed by the Board of 
7
Trustees of Community College District No. 512.  Community 
8
College District No. 512 may only proceed with the pilot 
9
program if a majority of the panel rules that the university's 
10
or college's proposed program on Community College District No. 
11
512's campus or extension site does not reasonably meet local 
12
workforce needs."; and 
 
13
on page 2, line 1, by replacing "university" with "or private 
14
university or college"; and
 
15
on page 2, line 3, by replacing "or the State." with the 
16
following:
17
", the State, or Community College District No. 512 students 
18
not enrolled in the pilot program.  At the completion of the 
19
Community College District No. 512 pilot program, the Illinois 
20
Auditor General shall conduct an audit to determine if any 
21
funding for the pilot program was provided by local taxes, the 
22
State, or the community college students not enrolled in the 
23
program."; and

on page 2, line 4, by deleting "State Board and the"; and

on page 2, line 5, by replacing "have" with "has"; and

on page 2, line 5, after "programs", by inserting the

following:

"in a manner consistent with approving new bachelor's degree 
6
programs at all State public universities"; and
 
7
on page 2, line 8, after the period, by inserting the 
8
following:

"Credits obtained by any student in the pilot program prior to 
10
the sunset date shall be automatically transferable to any 
11
public or private university or college offering the same or a 
12
similar program."; and 
 
13
on page 2, immediately below line 8, by inserting the 
14
following: 
15
    "The intention of this Section is to allow Community 
16
College District No. 512 to meet specific, documented workforce 
17
needs in the district that no public or private university or 
18
college is willing and able to reasonably meet.  Community 
19
College District No. 512 is prohibited from becoming a 
20
primarily baccalaureate degree-granting, 4-year institution of 
21
higher learning."; and
