1 | AMENDMENT TO HOUSE BILL 1141

2 | AMENDMENT NO. ______. Amend House Bill 1141 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The School Code is amended by adding Section | ||||||
5 | 21-29 as follows: | ||||||
6 | (105 ILCS 5/21-29 new) | ||||||
7 | Sec. 21-29. Stipend; hard-to-staff school. | ||||||
8 | (a) In this Section "hard-to-staff school" means an | ||||||
9 | elementary or secondary school that ranks in the top 5% of | ||||||
10 | schools in this State in the number of teachers who leave their | ||||||
11 | positions. The State Board of Education shall rank schools for | ||||||
12 | this purpose based on mobility and teacher attrition over a | ||||||
13 | 5-year average.

14 | (b) The State Board of Education shall establish and | ||||||
15 | administer a program that provides stipends to teachers who | ||||||
16 | choose to teach at hard-to-staff public schools in this State. |

1 | Under the program, if a teacher who has at least 2 years of | ||||||
2 | experience at a recognized school agrees to teach at a | ||||||
3 | hard-to-staff school for 5 years, the teacher is entitled to a | ||||||
4 | total $20,000 stipend over those 5 years. The stipend may be | ||||||
5 | paid out each year that the teacher teaches at a hard-to-staff | ||||||
6 | school or may be paid as a lump sum after the teacher has | ||||||
7 | completed 5 years of teaching at a hard-to-staff school. The | ||||||
8 | State Board of Education may adopt any rules that are necessary | ||||||
9 | for the implementation of this Section. ".
