1 | AMENDMENT TO HOUSE BILL 622

2 | AMENDMENT NO. ______. Amend House Bill 622, AS AMENDED, by | ||||||
3 | replacing everything after the enacting clause with the | ||||||
4 | following:
| ||||||
5 | "Section 5. The Alcoholism and Other Drug Abuse and | ||||||
6 | Dependency Act is amended by adding Section 55-25 as follows: | ||||||
7 | (20 ILCS 301/55-25 new) | ||||||
8 | Sec. 55-25. Drug court grant program. Subject to | ||||||
9 | appropriation, the Division of Alcoholism and Substance Abuse | ||||||
10 | within the Department of Human Services shall establish a | ||||||
11 | program to administer grants to local drug courts. Grant moneys | ||||||
12 | may be used for the following purposes: | ||||||
13 | (1) treatment or other clinical intervention through | ||||||
14 | an appropriately licensed provider; | ||||||
15 | (2) monitoring, supervision, and clinical case | ||||||
16 | management via probation, TASC, or other licensed Division |

1 | of Alcoholism and Substance Abuse (DASA) providers; | ||||||
2 | (3) transportation of the offender to required | ||||||
3 | appointments; | ||||||
4 | (4) interdisciplinary and other training of both | ||||||
5 | clinical and legal professionals who are involved in the | ||||||
6 | local drug court; | ||||||
7 | (5) other activities including data collection related | ||||||
8 | to drug court operation and purchase of software or other | ||||||
9 | administrative tools to assist in the overall management of | ||||||
10 | the local system; or | ||||||
11 | (6) court appointed special advocate programs.

12 | (c) The position of Statewide Drug Court Coordinator is | ||||||
13 | created as a full-time position within the Division of | ||||||
14 | Alcoholism and Substance Abuse. The Statewide Drug Court | ||||||
15 | Coordinator shall be responsible for the following:
| ||||||
16 | (1) coordinating training, technical assistance, and | ||||||
17 | overall support to drug courts in Illinois;
| ||||||
18 | (2) assisting in the development of new drug courts and | ||||||
19 | advising local partnerships on appropriate practices;
| ||||||
20 | (3) collecting data from local drug court partnerships | ||||||
21 | on drug court operations and aggregating that data into an | ||||||
22 | annual report to be presented to the General Assembly; and
| ||||||
23 | (4) acting as a liaison between the State and the | ||||||
24 | Illinois Association of Drug Court Professionals. ".
