Amends the Counties Code. Provides that a county may establish standards for wind farms and electric-generating wind devices. Provides that a county may regulate zoning with respect to wind farms and electric-generating wind devices. Provides that a municipality may not regulate zoning with respect to wind farms and electric-generating wind devices in a manner that conflicts with an existing county ordinance. Limits the concurrent exercise of home rule powers.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:

| Section 5. The Counties Code is amended by adding Section |
5 |
| 5-12020 as follows: |

| Sec. 5-12020. Wind farms. A county may establish standards |
8 |
| for wind farms and electric-generating wind devices. The |
9 |
| standards may include, without limitation, the height of the |
10 |
| devices and the number of devices that may be located within a |
11 |
| geographic area. A county may also regulate zoning with respect |
12 |
| to wind farms and electric-generating wind devices. |

| Section 10. The Illinois Municipal Code is amended by |
14 |
| adding Section 11-13-26 as follows: |

| Sec. 11-13-26. Wind farms. A municipality, including a home |

| rule unit, may not regulate zoning with respect to wind farms |
18 |
| and electric-generating wind devices in a manner that conflicts |

| 5-12020 of the Counties Code. This Section is a limitation |

| under subsection (i) of Section 6 of Article VII of the |
