2 | AMENDMENT NO. ______. Amend House Bill 185 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Department of Commerce and Economic | ||||||
5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by adding Section 605-975 as follows: | ||||||
7 | (20 ILCS 605/605-975 new) | ||||||
8 | Sec. 605-975. Energy efficiency contractor certification. | ||||||
9 | The Department shall establish and administer a program to | ||||||
10 | certify energy efficiency contractors within the State. For the | ||||||
11 | purposes of this Section, "energy efficiency contractor" means | ||||||
12 | a contractor that is capable of (i) evaluating the energy | ||||||
13 | efficiency needs of single and multifamily homes, (ii) | ||||||
14 | installing and maintaining cost-effective energy efficient | ||||||
15 | products, (iii) informing consumers of available tax | ||||||
16 | incentives, rebates, and grants, and (iv) working with the |

1 | Department to develop and implement financing options for | ||||||
2 | consumers. The Department may work with State agencies and | ||||||
3 | not-for profit organizations in developing energy efficiency | ||||||
4 | financing options. The Department shall work with electric and | ||||||
5 | gas utilities in the State in order to develop the criteria | ||||||
6 | used to certify energy efficiency contractors. The Department | ||||||
7 | may revoke the certification of an energy efficiency contractor | ||||||
8 | if the contractor fails to maintain the standards required by | ||||||
9 | the certification program. The Department shall maintain a list | ||||||
10 | of all certified energy efficiency contractors in the State, | ||||||
11 | organized by service territory, and post that list on the | ||||||
12 | Department's website. | ||||||
13 | In addition, the Department may also implement one or more | ||||||
14 | pilot programs designed to offer low-cost energy efficient | ||||||
15 | appliances to residential consumers within the State.

16 | Section 10. The Public Utilities Act is amended by adding | ||||||
17 | Section 5-204 as follows: | ||||||
18 | (220 ILCS 5/5-204 new)
| ||||||
19 | Sec. 5-204. Energy efficiency contractors. All utilities | ||||||
20 | must work with the Department of Commerce and Economic | ||||||
21 | Opportunity to promote the Department's energy efficiency | ||||||
22 | contractor certification program. All utilities shall provide | ||||||
23 | a list of certified energy efficiency contractors to their | ||||||
24 | customers upon request. In addition, each utility must place, |

1 | on its website, a link to the energy efficiency contractor list | ||||||
2 | prepared by the Department of Commerce and Economic | ||||||
3 | Opportunity. | ||||||
4 | Section 99. Effective date. This Act takes effect upon | ||||||
5 | becoming law.".
