Amends the State Fire Marshal Act. Requires the Office of the State Fire Marshal to create a grant program to distribute funds to local fire departments and first responder organizations for the research and development of improved methods of responding to emergency incidents of domestic violence. Amends the State Finance Act to create the Domestic Violence First Responders Fund as a special fund in the State treasury and provides that it shall be used for the grants. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Fire Marshal Act is amended by adding |
5 |
| Section 2.3 as follows: |
6 |
| (20 ILCS 2905/2.3 new) |

| Sec. 2.3. Domestic violence first responders grant |
8 |
| program. |

| (a) In this Section: |
10 |
| "Domestic violence" has the meaning given to that term in |
11 |
| Section 112A-3 of the Code of Criminal Procedure of 1963. |
12 |
| "Emergency medical technician-basic", "emergency medical |
13 |
| technician-intermediate", and "emergency medical |
14 |
| technician-paramedic" have the meanings given to those terms in |
15 |
| the Emergency Medical Services (EMS) Systems Act. |
16 |
| "First responder organizations" includes municipal, |
17 |
| full-time organizations; not-for-profit, full-time |
18 |
| organizations; volunteer, non-full-time organizations; and |
19 |
| for-profit organizations that employ any combination of the |
20 |
| following: firefighters; emergency medical technicians-basic; |
21 |
| emergency medical technicians-intermediate; emergency medical |
22 |
| technicians-paramedic; ambulance drivers; and other medical |
23 |
| assistance or first aid personnel. "First responder" does not |
