Amends the School Code. Provides that, beginning 180 days after the effective date of the amendatory Act, each school district shall create and maintain a policy on bullying, which policy must be filed with the State Board of Education. Provides that the policy must be updated every 2 years and filed with the State Board after being updated. Provides that the State Board shall monitor the implementation of these policies. Amends the State Mandates Act to require implementation without reimbursement.
Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The School Code is amended by changing Section |
5 |
| 27-23.7 as follows: |

| (105 ILCS 5/27-23.7) |

| Sec. 27-23.7. Bullying prevention education. |
8 |
| (a) The General Assembly finds that bullying has a negative |
9 |
| effect on the social environment of schools, creates a climate |
10 |
| of fear among students, inhibits their ability to learn, and |
11 |
| leads to other antisocial behavior. Bullying behavior has been |
12 |
| linked to other forms of antisocial behavior, such as |
13 |
| vandalism, shoplifting, skipping and dropping out of school, |
14 |
| fighting, using drugs and alcohol, sexual harassment, and |
15 |
| sexual violence. |

| (b) In this Section, "bullying prevention" means and |
17 |
| includes instruction in all of the following: |
18 |
| (1) Intimidation. |
19 |
| (2) Student victimization. |
20 |
| (3) Sexual harassment. |
21 |
| (4) Sexual violence. |
22 |
| (5) Strategies for student-centered problem solving |
23 |
| regarding bullying. |
