Amends the Department of Human Services Act. Requires the Department to include within its public health promotion programs and materials information directed toward groups at high risk for asthma and pulmonary disorders (as well as diabetes). Replaces everything after the enacting clause. Amends the Illinois Administrative Procedure Act to add provisions concerning implementation of changes to the State Medicaid Plan by means of peremptory rulemaking by the Department of Healthcare and Family Services. Amends the State Finance Act to repeal provisions concerning the Health Care Services Trust Fund. Amends the Illinois Public Aid Code to make changes concerning hospital provider funding and the County Provider Trust Fund. Provides that for State fiscal years 2009 through 2013, an annual assessment on inpatient services is imposed on each hospital provider in an amount equal to $218.38 multiplied by the difference of the hospital's occupied bed days less the hospital's Medicare bed days. Deletes a provision stating that nothing in the hospital provider funding provisions in the Code shall be construed to authorize a home rule unit or other unit of local government to license for revenue or impose a tax or assessment on hospital providers or the occupation of hospital provider, or a tax or assessment measured by the income or earnings of a hospital provider. Provides that the assessment for State fiscal year 2009 and each subsequent State fiscal year shall be due and payable in monthly installments, each equaling one-twelfth of the assessment for the year, on the fourteenth State business day of each month; extends the repeal of the hospital assessment provisions from July 1, 2008 to July 1, 2013. Provides that the Hospital Provider Fund may be used for making payments to hospitals under the Covering ALL KIDS Health Insurance Act, and provides for transfers from the fund to the Health and Human Services Medicaid Trust Fund. Provides for various hospital access payments for hospital services rendered on or after July 1, 2008, and repeals these provisions on July 1, 2013. Makes changes concerning intergovernmental transfers and disbursements in connection with the County Provider Trust Fund; adds provisions concerning disproportionate share hospital adjustment payments and uses of State funds. Makes other changes. Effective immediately.

Amends the Illinois Public Aid Code to add, to the exceptions to the conditions under which an annual assessment on inpatient services shall not be imposed on hospital providers for FY09 through FY13, any changes proposed in State plan amendment transmittal numbers 08-01, 08-02, 08-04, 08-06, and 08-07.
