Amends the Code of Civil Procedure. Makes a technical change in a Section concerning enforcement of the Code.

Deletes everything after the enacting clause. Amends the Code of Civil Procedure. Provides that the courts of this State have personal jurisdiction over a person who obtains a judgment in a defamation action outside the United States against a person who is a resident of Illinois or, if not a natural person, has its principal place of business in Illinois, for the purposes of rendering declaratory relief with respect to that resident's liability for the judgment, or for the purpose of determining whether the judgment should be deemed non-recognizable pursuant to the U.S. constitution, provided: (1) the publication was published in Illinois, and (2) that resident (i) has assets in Illinois which might be used to satisfy the foreign defamation judgment, or (ii) may have to take actions in Illinois to comply with the foreign defamation judgment. Provides that this applies to defamation judgments rendered outside the U.S. prior to, on, or after the effective date of this amendatory Act. Provides an additional condition under which a foreign judgment need not be recognized: if the action resulted in a defamation judgment obtained in a jurisdiction outside the U.S., unless a court sitting in this State first determines that the defamation law applied in the foreign jurisdiction provides at least as much protection for freedom of speech and the press as provided for by both the United States and Illinois constitutions. Effective immediately.
