Synopsis As Introduced
Amends the Juvenile Court Act of 1987 and the Unified Code of Corrections. Provides that persons under 18 years of age (rather than under 17 years of age) who commit offenses are subject to the proceedings under the Juvenile Court Act of 1987 for delinquent minors. Effective January 1, 2010.

Replaces everything after the enacting clause. Amends the Juvenile Court Act of 1987. Defines "delinquent minor" as any minor who prior to his or her 18th birthday has violated or attempted to violate, regardless of where the act occurred, any federal, State, county or municipal law or ordinance classified as a misdemeanor offense (presently persons 17 years of age are prosecuted as adults). Creates the Illinois Juvenile Jurisdiction Task Force. Provides that the Task Force shall submit a report by January 1, 2010 to the General Assembly with recommendations on extending juvenile court jurisdiction to youth age 17 charged with felony offenses. Some provisions effective immediately.

Senate Floor Amendment No. 2
Makes technical corrections in the bill.

Senate Floor Amendment No. 3
Changes the membership on the Illinois Juvenile Jurisdiction Task Force to replace the Director of the Illinois Appellate Prosecutor's Association or his or her designee with the Director of the Office of the State's Attorneys Appellate Prosecutor or his or her designee. Also makes technical changes relating to the appointment of members of the Task Force.

Senate Floor Amendment No. 4
Adds to membership on the Juvenile Jurisdiction Task Force one member appointed by the Governor who is a chairman of a county board and one member appointed by the President of the Illinois Probation and Court Services Association.

House Committee Amendment No. 1
Provides that the Illinois Juvenile Jurisdiction Task Force is created within the Department of Juvenile Justice.
