Synopsis As Introduced
Amends the Public Community College Act. Requires the Illinois Community College Board to establish and administer a We Want to Learn English Initiative to provide resources for immigrants and refugees in this State to learn English in order to move towards becoming full members of American society. Provides that each fiscal year, the Board shall include in its budget proposal $25,000,000 in funding for the Initiative. Provides that no less than half of the funds appropriated for the Initiative each fiscal year shall be disbursed to community-based, not-for-profit organizations, immigrant social service organizations, faith-based organizations, and on-site job training programs. Effective immediately.

Senate Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the contents of the bill as introduced with the following changes. Provides that the Illinois Community College Board may (instead of shall) establish and administer a We Want to Learn English Initiative. Provides that the establishment and administration of the Initiative is subject to appropriation. Provides that the Board may (instead of shall) include in its budget proposal $25,000,000 in funding for the Initiative, to be disbursed by the Board. Provides that the Board may decide to disburse no less than half of the funds appropriated for the Initiative to community-based, not-for-profit organizations, immigrant social service organizations, faith-based organizations, and on-site job training programs (instead of requiring that no less than half of the funds appropriated for the Initiative be disbursed to these entities). Effective immediately.

 Fiscal Note (Office of the Attorney General)
 SB 1446 will have a minor fiscal impact on the Office of the Attorney General.

House Amendment No. 2
Provides that the Illinois Community College Board may include $15,000,000 or less (instead of $25,000,000) in its budget proposal for the We Want to Learn English Initiative. Provides that if the Board decides to disburse the funds appropriated for the Initiative, then it must disburse no less than half of the funds appropriated each fiscal year (instead of providing that the Board may decide to disburse no less than half of the funds appropriated for the Initiative each fiscal year) to community-based, not-for-profit organizations, immigrant social service organizations, faith-based organizations, and on-site job training programs. Provides that funds for the Initiative may be used only to provide programs that teach English to United States citizens, lawful permanent residents, and other persons residing in this State who are in lawful immigration status. Removes the effective date provision.
