Deletes everything after the enacting clause. Creates the Wind Energy Indemnity Fund Act. Imposes an assessment of $10,000 for each wind turbine that is constructed or is under construction on the effective date of the Act and for each wind turbine that is constructed after the effective date of the Act. Requires that the assessments be paid to the Department of Agriculture, which must deposit the moneys into the Wind Energy Indemnity Fund. Creates the Illinois Wind Energy Indemnity Fund Corporation as a political subdivision of the State and sets forth procedures for its operation. Requires the Corporation to use the moneys in the Wind Energy Indemnity Fund to pay claims for the deconstruction of abandoned wind turbines. Amends the Property Tax Code. Sets forth procedures for the valuation of property used for wind energy conversion systems. Limits the liability of landowners for property taxes on wind energy conversion parcels. Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in specified amounts from facilities in the State and certain severe ozone non-attainment areas. Sets forth penalties for failing to procure the required renewable energy resources. Sets forth provisions concerning the acquisition of the required renewable energy resources. Amends the liability of landowners for mechanics' liens for wind energy conversion parcels. Contains other provisions. Effective immediately.

Deletes the amendment to the Public Utilities Act renewable energy portfolios. In the Property Tax Code, makes changes to the procedures for assessing and valuing wind energy systems. Makes other changes. Effective immediately.

Deletes everything after the enacting clause. Amends the Illinois Municipal Code. Provides that property that is subject to certain annexation agreements with a municipality that borders the Mississippi River is subject to the jurisdiction of that annexing municipality. Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on December 31, 1986 by the Village of Milan or by an ordinance that was adopted on September 8, 1994 by the City of West Frankfort must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

Governor Amendatory Veto Message
Recommends that the Property Tax Code be amended to require that tax bills set forth certain disclosures concerning tax increment finance districts that the county or taxing authority deems to be appropriate. Recommends the limitation of home rule powers concerning the disclosures.
