Synopsis As Introduced
Amends the Downstate Forest Preserve District Act. Provides that a forest preserve may sell certain vacant, subdivided residential outlots if the board of commissioners determines that the sale is advantageous to the district. Sets forth other criteria for the sale of the lots. Provides that the proceeds from the sale must be set aside and used only for certain capital improvements or for the payment of bond indebtedness. Effective immediately.

Deletes everything after the enacting clause. Amends the State Finance Act. Creates the Comprehensive Regional Planning Fund as a special fund in the State treasury. Requires an annual transfer of $5,000,000 from the General Revenue Fund to the special fund. Requires that the Illinois Department of Transportation, subject to appropriation, annually distribute lump sums from the special fund to the Chicago Metropolitan Agency for Planning, the State's other metropolitan planning organizations, and the State's rural planning agencies. Specifies the formula for distributions. Requires that distributions be used for comprehensive regional planning purposes. Amends the Regional Planning Act. Renames the Regional Planning Board as the Board of the Chicago Metropolitan Agency for Planning (CMAP). Requires the CMAP Board to create a wastewater planning committee and provides for the chairmanship of that committee. Adds to CMAP's powers and duties, including requiring CMAP to develop a comprehensive regional plan. Makes other changes. Amends the Illinois Pension Code. Allows a person employed by the Chicago Metropolitan Agency for Planning on the effective date who was a member of the State Employees' Retirement System of Illinois as an employee of the Chicago Area Transportation Study to elect to participate in that System for his or her employment with the Chicago Metropolitan Agency for Planning. Allows employees who make that election to apply for the transfer of any creditable service earned under the Illinois Municipal Retirement Fund Article to the State Employees' Retirement System of Illinois. Repeals the Northeastern Illinois Planning Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Governor Amendatory Veto Message
Proposes to delete certain provisions requiring the CMAP Board to create a Wastewater Committee. Proposes that the CMAP Board, in consultation with CMAP staff, shall make recommendations to the Illinois Environmental Protection Agency regarding wastewater facility planning areas.
