Synopsis As Introduced
Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.

Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced with the following changes. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, no more frequently than once every 3 years (rather than on an annual basis), to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Provides that no additional fee may be charged for such verification. Effective immediately.

 This bill would neither increase nor decrease the number of judges needed in the State.

Homeowners that maintain the private sewage disposal system serving their single family dwelling will incur a fiscal impact because they will have to enter into a service contract and will no longer be permitted to maintain their own systems.

Replaces everything after the enacting clause. Amends the Illinois Public Aid Code, the Illinois Insurance Code, and other Acts. Makes a statement of legislative intent concerning breast cancer and mammography. Requires coverage of mammograms and comprehensive ultrasound screenings for certain women under the medical assistance program. Requires the Department of Healthcare and Family Services to take certain actions including the following: (i) convene an expert panel to establish mammography quality standards; (ii) establish a performance goal for primary care providers with respect to mammograms for female patients over age 40; and (iii) devise a means of case-managing or patient navigation for medical assistance beneficiaries diagnosed with breast cancer. Requires accident and health insurance policies and managed care plans to provide coverage for all medically necessary pain medication and pain therapy related to the treatment of breast cancer on the same terms and conditions generally applicable to coverage for other conditions; makes these provisions applicable to benefits under the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Makes various changes in the definition of "low-dose mammography" and related provisions concerning mammography in the Illinois Public Aid Code, the Illinois Insurance Code, the Counties Code, the Illinois Municipal Code, and the Health Maintenance Organization Act to make these provisions uniform. Imposes conditions on any rulemaking authority. Effective immediately.
