Synopsis As Introduced
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning legislative policy.

Replaces everything after the enacting clause. Amends the Firearm Owners Identification Card Act. Provides that a Firearm Owner's Identification Card is valid for 10 (rather than 5) years from the date of issuance. Increases the fee for a Firearm Owner's Identification Card from $5 to $10. Provides that $3 (rather than $1) of the fee shall be deposited into the Firearm Owner's Notification Fund and $6 (rather than $3) shall be deposited into the Wildlife and Fish Fund.

Provides that a person who has been adjudicated as a mental defective is ineligible for a Firearm Owner's Identification Card. Defines "adjudicated as mental defective" and "committed to a mental institution". Adds an immediate effective date to the bill.

House Amendment No. 4

Replaces everything after the enacting clause. Reinserts the provisions of the bill as amended. Further amends the Firearm Owners Identification Card Act. Changes definition of "has been adjudicated as a mental defective". Deletes definition of "has been committed to a mental institution". Provides that upon adjudication of any individual as a mental defective, the court shall direct the circuit court clerk to immediately notify the Department of State Police, Firearm Owner's Identification (FOID) department, and shall forward a copy of the court order to the Department. Deletes the effective date Section of the bill.
