Deletes everything after the enacting clause. Authorizes the Adjutant General to convey certain parcels of real property, subject to certain restriction, to the City of Monmouth and the City of Galesburg when the real property is no longer required for military purposes. Amend the Illinois Municipal Code if, and only if, House Bill 3597 of the 95th General Assembly becomes law. Provides that property that is subject to certain annexation agreements with a municipality that borders the Mississippi River is subject to the jurisdiction of that annexing municipality. Effective immediately

Deletes everything after the enacting clause. Reinserts the provisions of the engrossed bill with the following changes: Provides that the property conveyance to the City of Galesburg must be made subject to an Historic Preservation Covenant on the armory buildings as approved by the Illinois Historic Preservation Agency. Amends the Military Code of Illinois to create the Illinois Naval Militia as a reserve naval component of the armed forces of the United States. Authorizes the Naval Militia, and members of the Naval Militia, to assume similar rights, duties, privileges, and obligations as those held by the Illinois National Guard and members of the Illinois National Guard. Provides that any entity in the State that possesses a water craft or boat that is owned by the State shall report to the Commander, Illinois Naval Militia, the number and type of all water craft or boats in the possession of that entity. Makes corresponding changes to the State Employee Indemnification Act, the State Employees Group Insurance Act of 1971, the Disaster Relief Act, the Department of Central Management Services Law of the Civil Administrative Code of Illinois, the Personnel Code, the Helping Heroes Child Care Program Act, the State Guard Act, the Illinois National Guardsman's Compensation Act, the Illinois Income Tax Act, the Revised Cities and Villages Act of 1941, the Metropolitan Transit Authority Act, the School Code, the Emergency Medical Services (EMS) Systems Act, the Insurance Code, the Firearm Owners Identification Card Act, the Criminal Code of 1961, the Illinois Human Rights Act, and the Workers' Compensation Act. Effective immediately.

House Amendment No. 2
Deletes everything after the enacting clause.
