  12/31/2007SenatePublic Act . . . . . . . . . 95-0704

Statutes Amended In Order of Appearance
5 ILCS 225/1from Ch. 111 2/3, par. 601

Synopsis As Introduced
Amends the Transportation Cooperation Act of 1971. Makes a technical change in a Section concerning the short title of this Act.

Senate Floor Amendment No. 1
Deletes reference to:
5 ILCS 225/1
Adds reference to:
5 ILCS 430/1-5
5 ILCS 430/70-5

Deletes everything after the enacting clause. Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.

Fiscal Note, House Amendment No. 1 (Office of the Secretary of State)
SB 753 (H-AM 1) has a minimal fiscal impact on the Secretary of State's Office.

Fiscal Note, House Amendment No. 1 (Dept. of Transportation)
Passage of this legislation will cause no fiscal impact to the Illinois Department of Transportation.

Fiscal Note, House Amendment No. 1 (Illinois Commerce Commission)
There will be no fiscal impact on the Illinois Commerce Commission from SB 753 (H-AM 1).

Fiscal Note, House Amendment No. 1 (Dept of Corrections)
There is no corrections population or fiscal impact on the Department.

State Debt Impact Note, House Amendment No. 1 (Government Forecasting & Accountability)
SB 753 (H-AM 1) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

Correctional Note, House Amendment No. 1 (Dept of Corrections)
There is no corrections population or fiscal impact on the Department.

Judicial Note, House Amendment No. 1 (Admin Office of the Illinois Courts)
This legislation would neither increase nor decrease the number of judges needed in the State.

Fiscal Note, House Amendment No. 1 (Illinois State Police)
If SB 753 (H-AM 1) were to become law, the fiscal impact to the Illinois State Police would be approximately $50,000.

Fiscal Note, House Amendment No. 1 (Dept. of Central Management Services)
Using proposed storage rates for the mid-range platforms and an estimate of storage needed, the cost for 2 years would be approximately $320,000.

House Amendment No. 2
Deletes reference to:
5 ILCS 430/1-5
5 ILCS 430/70-5
Adds reference to:
705 ILCS 17/10

Deletes everything after the enacting clause. Amends the Supreme Court Historic Preservation Act by providing that the initial appointments of commissioners to the Supreme Court Historic Preservation Commission must be made by January 1, 2008 (instead of within 60 days after the effective date of the Act). Effective immediately.
