Synopsis As Introduced
Amends the Illinois Health Facilities Planning Act. Provides that changes of ownership of facilities licensed under the Nursing Home Care Act must meet the requirements set forth in the Nursing Home Care Act. Provides that facilities that are licensed under the Nursing Home Care Act are exempt from a provision requiring a permit before discontinuing certain health care facilities or categories of service. Makes technical changes. Effective immediately.

Senate Committee Amendment No. 1
Provides that no permit shall denied on the basis of prior operator history for a facility licensed under the Nursing Home Care Act, except for certain actions specified under the Nursing Home Care Act involving insufficient financial resources, criminal convictions involving moral turpitude, and prior revocation of the applicant's license.

Deletes everything after the enacting clause. Amends the Illinois Health Facilities Planning Act. Extends the repeal of the Act from May 31, 2007 to August 31, 2008. Creates the Task Force on Health Planning Reform. Requires the Task Force to gather information and to make recommendations to the Governor and General Assembly by March 1, 2008 concerning revising the Act to achieve specified objectives. Makes other changes. Effective immediately.

House Amendment No. 4
Provides that there is a current need for the bed inventory to be updated prior to the issuance of the recommendations of the Task Force. Provides that the bed inventory and associated bed need projections shall be prepared using a migration factor for medical-surgical and pediatric categories of service which shall be no less than 50%. Makes changes to the composition of the Task Force on Health Planning Reform. Provides that a vote of 12 members (instead of 10 members) appointed to the Task Force is required with respect to the adoption of recommendations to the Governor and General Assembly and a final report.
