Synopsis As Introduced
Amends the Illinois Enterprise Zone Act. Provides that a private development is qualified to become and is an enterprise zone and eligible for all the benefits of an enterprise zone if it (i) achieves certification using nationally recognized and accepted green building and sensible growth guidelines, standards, or systems, and (ii) is selected through a request for proposals by the Capital Development Board. Amends the Capital Development Board Act. Provides that the Capital Development Board shall issue a request for proposals by December 31, 2008 to select 3 model private developments that are designated by specified organizations as achieving certification using nationally recognized and accepted green building and sensible growth guidelines on a neighborhood scale. Provides that the model projects shall be designated as such to receive the benefits attained through Illinois Enterprise Zones for a period of 5 years.

Deletes everything after the enacting clause. Creates the Green Neighborhood Grant Act. Provides that a private development is eligible for a Green Neighborhood Award Grant if the private development: (i) achieves certification under nationally recognized and accepted Leadership in Energy and Environmental Design for Neighborhood Development green building and sensible growth guidelines, standards, or systems; and (ii) is selected by the Department of Commerce and Economic Opportunity. Provides that by December 31, 2008, the Department shall issue a request for proposals from private developments that have achieved LEED-ND certification. Provides that subject to appropriation, the Department may offer no more than 3 Green Neighborhood Award Grants for the reimbursement of up to 1.5% of the total development cost of the selected projects. Provides that no more than one of the 3 eligible Green Neighborhood Award Grants may be set aside for an applicant from a municipality with a residential population greater than 1,000,000.

Senate Floor Amendment No. 2
Deletes everything after the enacting clause. Creates the Green Neighborhood Grant Act. Provides that a private development is eligible for a Green Neighborhood Award Grant if the private development: (i) achieves certification under nationally recognized and accepted Leadership in Energy and Environmental Design for Neighborhood Development green building and sensible growth guidelines, standards, or systems; and (ii) is selected by the Department of Commerce and Economic Opportunity. Provides that by December 31, 2008, and each December 31 thereafter, the Department may, subject to appropriation, issue a request for proposals from private developments that have achieved LEED-ND certification. Provides that subject to appropriation, the Department may offer no more than 3 Green Neighborhood Award Grants for the reimbursement of up to 1.5% of the total development cost of the selected projects. Provides that no more than one of the 3 eligible Green Neighborhood Award Grants may be set aside for an applicant from a municipality with a residential population greater than 1,000,000. Provides that the Department shall have the authority to adopt rules to implement this Act. Effective immediately.
